52 <br />January 4, 1978 <br />scheduled. <br />Mr, Bdmp.Rn sal.4.34Nclapet is being considered at this time because it is the <br />main entrance to the Chain -of Lakes Park at this time. The street is to be up- <br />graded from Highway #49 to Centerville Road. There is also the problem of the <br />Spring breakup on that road. Mr. Burman felt that in a few years, when the Park <br />is developed, and the need for an entrance on the Noarth becomes apparent, then <br />County Road #14 will have to be upgraded. Mr. Ruud felt that before County Road <br />#14 is considered, County Road #23 (Highway #8) will have to be done in order to <br />solve some drainage problems. County Road #23 will be financed with State roll back <br />funds. There is also the possibility of County Road #14 becoming a State Highway. <br />Mr. McLean asked, if the shoulders are to be 10' wide and surfaced along Birch <br />Street, may the City tie the bike trails into this and Mr. Burman said, Yes. <br />This is working in other areas quite well. <br />There wa also some discussion of the intersection of Birch Street and Highway <br />#49, with the traffic hazards at that point being pointed out. Mr. Ruud said <br />that intersection would be widened and trun lanes installed. <br />Mr. Ruud said a public hearing will need to be set in order for the people to be <br />informed as to the plans for that street. The County will notify all persons who <br />have property abutting this street. When asked for a tentative timetable, Mr. <br />Ruud said that would depend on the right -of -way acquisition. If things go along <br />in good order, bids could be let some time this summer. He also felt, since this <br />project envolves property owners in the City of Lino Lakes, the public hearing <br />should be held in the City. <br />After some discussion as to publication requirements, Mr. Schneider moved to <br />authorize the use of the City Hall for a public hearing on Birch Street to be <br />held on February 23, 1978 at 8:00 P.M. Mr. Ruud said his people would be here <br />at 7:30 P.M. to set up some displays for the people to look at before the meeting. <br />The motion was seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />Mr. McLean asked Mr. Burman to remain a moment. He said taht at the time a street <br />was proposed into the Park from Main Street, the City was to be notified of the <br />location. The street has been constructed with no communications. Now, the City <br />is the last one to know of the plans for the use of the Hensel home by Jonathan <br />Home for Boys. Mr. McLean felt the line of communications should be opened up. <br />Mr. Burman said the road was built primarily to serve the burning site and that <br />has now be officially closed. He did feel the matter of the Bome for Boys had <br />been handled badly. <br />Mr. McLean said from the information available, there are no plans for the occupants <br />of that facility to operate as maintenance personnel for the Park. This is in <br />direct oposition to the reasons for acquisition. <br />MR. Burman felt that any use such as this should be short term. He asked if the <br />City has any control over the granting of this permit. <br />Mr. McLean's understanding was that the City does not have any control. However, <br />he did feel the people surrounding the area could petition against this use. <br />Mr. Burman said the matter was not handled correctly, the City should have been the <br />first one to be contacted. The general consensus of the Council is that more in- <br />formation is needed from the County on this matter. Mr. Burman said he would <br />contact the County people involved and Mayor Karth and set up a special meeting <br />to discuss this matter. <br />
