January 9, 1978 <br />5 <br />The first regular meeting of the Lino Lakes City Council was called to order at 8:10 p.m. <br />on January 9, 1978 by Mayor Karth. Members present; McLean. Kulaszewicz, Schneider. <br />Absent; None. <br />Mayor Karth asked Mr. Locher to swear in Mr. Richard Zelinka. Mr. Zelinka had been <br />appointed at the January 4, 1978 special meeing to fill out the remaining two years <br />in Mr. Karth's term of office. <br />Mr. Locher adminstered the Oath of Office to Mr. Zelinka and Mr. Zelinka assumed his <br />place at the "tountil table. <br />Mayor Karth informed the Council of a cll he and had from a paper called the Hearld <br />Dispatch that had told heim they had printed an 'equal employer' statement for the <br />past two years for this City. The cost of this publication was $185.00. The Clerk <br />could find no record of having paid for this ad. After some discussion, Mr. McLean <br />moved taht the City does not publish this ad. Seconded by Mr. Schneider. Motion <br />carried unanimously. <br />It was also suggested that the name of this paper be passed on to the League of <br />Cities and the Attorney General's office for checking. <br />Mr. Schneider moved to approve the minutes of December 27, 1977 with corrections. <br />Seconded by Mr. McLean. Motion carried unanimously, with Mr. Kulaszewicz abstaining. <br />Mr. Schneider moved to approve the minutes of the special meeting of January 4, 1978 <br />with corrections. Seconded by Mr. McLean. Motion carried unanimously, with Mr. <br />Zelinka abstaining. <br />The contracts for animal control for the year 1978 were considered. The City had <br />received proposals from M.A.P.S.I. and Blaine All Pets. The costs as set forth <br />in both contracts were compared and general discusion on the provisions in the <br />contracts. Mr. Zelinka moved to approve the contract with Blaine All Pets with the <br />addition of the following statement, 'Blaine All Pets will nttify the City of all <br />unlicensed dogs retained and both the City and the owner will be notified if a <br />licensed dog is retained. Both notifications must be within 24 hours.' The <br />anticipated patrol not to exceed ten hours per month. Seconded by Mr. McLean . <br />Motion carried unanimously. <br />There was discussion of notification on weekends and how this could be handled. <br />There were several methods suggested - the Clerk to provide a current list of owners <br />licnese numbers and phone numbers to the agency; the agency could contact the Police <br />Department through the emergency number. <br />This will be worked out later. Mr. Locher said the Ordinance must be changed to <br />reflect the amount charged for boarding of the animals. After some discussion, Mr. <br />Zelinka moved the Ordinance be modified to read, "The charges for boarding by the <br />City will be the same as charged by the Animal Control Agency as they may change <br />from time to time." Seconded by Mr. Kulaszewica. Motion carried unanimously. <br />The Clerk had checked into a storage cabinet for the plat maps. The fiber board <br />unit costs approximately $115.00, the metal one $200.00. Some members felt the <br />fiber board has a tendency to sag. The Clerk was instructed to contact Mr. Gotwald <br />for a source of these cabinets. <br />Mr. Schneider said he had moved the Clerk's and Police Chief's alaries be deleted <br />from the motion approving salaries for the City personnel. He said he had taken care <br />of his reasons for the notion through personal contact. Mr. Schneider said he felt <br />the Personnel Commission was doing a very good job, but thought there should be an <br />employee review at least once a year by the full Council. There are areas that need <br />to be improved and streamlined. <br />
