January 9, 1978 <br />59 <br />/14:, Mgbley said be had been contacted by Mr, Effertz who has property on Oak Lane. <br />He want to split out a portion with the existing home and sell. The Clerk reported <br />that Mr. Effertz had been in the office and had obtained a variance form necessary <br />for this split. <br />The matter of the Jonathan Home for Boys planned for the Hensel home was discussed. <br />Mr. Mobley was brought up to date on the action taken by the Council on this matter. <br />Mr. Mobley said he would check the home for possible violations. Mr. McLean moved <br />to inform Mr. David Torkildson that the City Council must see all plans for this <br />building and they will be discussed with the building inspector for conformance. <br />These plans must be received within the next thirty (30) days or the City will be <br />forced to red tag the building. Mr. McLean added there will be discussion with <br />other mutual problems within the Chain of Lakes Park. Seconded by Mr. Zelinka. <br />Motion carried unsnimously. <br />Mr. McLean noted that a letter had been received regarding homes in the North West <br />corner of the City that have been erected without any permits being issued. This <br />matter will have to be resolved. <br />Mr. Schneider presented a proposed form for monthly reports to the Coucil. He <br />said they wiykd ve snakker abd nire cinoact, Nr, Schneider reported the auditor <br />will be in the office this week and he should have a preliminary report for the next <br />Council meeting. <br />Mr. Locher presented the letters of credit now on file and told the Council he has <br />established a tickler file on these and will keep the City informed as to the ex- <br />piration dates. <br />Mayor Karth said that most Cities require the roads to be in before building permits <br />are issued. Mr. McLean felt this is so and it's great where large developers are <br />involved, but here the Letters of Credit are allowed to help the smaller builders. <br />There was no discussion under old business, Under new Business, Mr. Zelinka asked <br />if the information guides will be preinted for this year and the general consensus <br />of the Council was that they would be. Mr. Zelinka felt that numbers to be called <br />for assistance should be included. Chief Myhre suggested using the Central <br />Communication number for the animal control. The Clerk will do a paste up for <br />Council consideration. Mr. McLean suggested that some of the home phones listed <br />should be deleted. Mr. Zelinka felt that all Council members and the Attorney should <br />receive the City's legal newspaper. He moved the City subscribe for the Forest Lake <br />Times for each Council member and the Attorney. Seconded by Mr. Schneider. Motion <br />carried unaniously. <br />Mr. McLean also suggested a review of the Council expenditures payment. This <br />expenditure has not been reviewed in six or seven years and the costs have risen <br />many time over in that time. Mayor Karth asked if he had an amount in mind and Mr. <br />McLean suggested at least $20.00 more. Mr. Schneider suggested contacting the League <br />of Cities for some comparisons. <br />Mr. Locher said the current government estimate forimileage is 21. <br />Mayor Karth reported that he had talked with Mr. Lee Starr on the matter of settleing <br />fhe density problems in Lino Lakes. There have been two new committees set to <br />study the density problem and the waste management problem, nothing can be settled <br />until these two committees report back. <br />The unfinished list of Council actions was considered. There was some deletions <br />and some additions. <br />Mr. McLean moved to approve requisitions #806 through and including #808. Seconded <br />
