January 23, 1978 65 <br />Mr` Zelinka reported on the Park Board meeting held on Januaury 16, 1978. There was <br />discussion of the maintenance program at Sunrise and Mr. Schneider reported that the <br />help that was asked for through the CETA program is not available due to the fact that <br />personnel is not available. There was some discussion on whether to advertise for <br />assistance at that park. Mr. McLean pointed out that the hockey season is soon over. <br />Mr. McLean moved to continue the maintenance at Sunrise as is. Seconded by Mr. Zelinka. <br />Motion carried unanimously. <br />Mr. Zelinka had presented the unfinished items and some of these will be handled at <br />the special meeting on February 6, 1978. Mr. Zelinka asked the Clerk to remind Mrs. <br />Anderson of the requested maps with the plats marked. <br />Mr. Zelinka felt there should be a master plan for parks need for the eintore City and <br />he asked the Council for input as to what is felt that is needed and where. He would <br />like to get started on this soon. <br />There had been a change in the makeup of the members of the Park Board. Mr. Zelinka <br />moved to accept the resignation of Mrs. Arlene Averback and to approve the appointment <br />of Mrs. Ina Liljedahl to fill the position. Seconded by Mr. McLean. Motion carried <br />unanimously. <br />Mr. McLean moved a letter of "Thanks" be written to Mrs. Averback. Seconded by Mr. <br />Schneider. Motion carried unanimously. <br />Mrs. Katie Soucup was in the audience and presented her problems with the animal <br />control and the dog ordinance. Mrs. Soucup felt her dogs were will trained and should <br />not be required to be chained. Mayor Karth told her the City cannot write a law to <br />cover each individual dog owner, the law written covers all dogs in the City and all <br />persons must obey the same law. <br />Mr. Zelinka said the City had changed animal control people and had included some <br />changes in the new contract. Persons whose dogs have been picked up must be notified <br />within 24 hours as must the City. Also, they cannot enter private property to pick up <br />a dog unless by Police order. <br />Mr. Locher said he had obtained a map of the proposed park land in the Country Lakes <br />area but now must write a legal for the transfer of title. He felt it would be <br />necessary for some survey work to be done. <br />Mr. McLean moved to authorize Mr. Gotwald to make the necessary survey. Seconded by <br />Mr. Schneider. Motion carried unanimously. <br />Mr. McLean moved to authorize Mr. Locher to process the necessary documenst in order <br />to obtain title to this property. Seconded by Mr. Zelinka. Motion carried unanimously. <br />On the matter of the requirement of having a full time building inspector by July 1, <br />1978, Mr. Locher had not had time to research as yet, but will have an answer soon. <br />Mr. Gotwald reported the wiring should be done in the lift station on LaMotter Road <br />this week. He will inform the office when completed and homes can be connected. <br />The house owned by the St. Paul Water Department had been discussed with Mr. Gotwald. <br />The Water Department will srite to the City Council concerning hooking into the sewer. <br />Mrs. Pracher, of Centerville, had called Mr. Gotwald with a problem in street names. <br />It seems that persons looking for Peltier Lake Drive in Lino Lakes cannot find the <br />street because it becomes Mill Road when the street enters Centerville. There is also <br />a problem in locating West Shadow Lake Drive which becomes 7th Avenue before the inter- <br />section of Birch Street. These matters will be considered by the Planning and Zoning <br />Board. <br />
