106 <br />May 8, 1978 <br />There was discussion on modifying the time limit. Mr. Zelinka felt the notification to <br />the Police Department should remain in the ordinance but he could live with a modification <br />of the time limit. <br />Mr. McLean suggested using a 30 day limit that could be extended, and delete the work <br />'consent' and insert the word 'notify' the Police Department. <br />Mr. McLean moved to approve the ordinance as re- written. Seconded by Mr. Kulaszewicz. <br />Motion declared passed. <br />Mr. Zelinka moved to close the hearing at 9:05 P.M. Seconded by Mr. McLean. Motion de- <br />clared passed. <br />The Public Hearing on the inspection of septic systems was opened at 9:05 P.M. This is <br />a continuation of the hearing from the April 24, 1978 Council meeting. <br />The discussion was why this ordinance is required and the methods of inspection, the im- <br />plication this ordinance has on the use of the interceptor, the reasons for the requir- <br />ing of a permit for pumping, and the necessity of this City to have such an ordinance on <br />the books. <br />Mr. Zelinka had to leave at 9:30 P.M. but said he would vote for the Ordinance as it now <br />stands. <br />The actions of the Forest Lake Township residents in presenting a petition to withdraw <br />from the Metro area was discussed, with someone suggesting the leader of that action be <br />contacted. There was a request to delay any action on this ordinance until the May 22, <br />1978 meeting. <br />Mr. Schneider felt this ordinance could be passed at this time and if it was the desire <br />of the residents of the City, the ordinance could always be recinded. <br />Mr. McLean pointed out this ordinance ties into the Land Use Planning Act that was passed <br />by the State Legislature. If the residents have a problem with the requirements of this <br />act, then they should contact their representatives. <br />Mr. Rehbein pointed out that it took Metro four years to approve the interceptor and he <br />asked for a two week delay in the approving of this Ordinance. <br />After some discussion on this matter, Mr. McLean moved to continue this hearing until <br />May 22, 1978 at 8:45 P.M. Seconded by Mr, Kulaszewicz. Motion declared passed. <br />The Clerk's report was continued with the following items: <br />..A letter from the League of Minne-sotaCities asking for nominations for officers to <br />be elected at the annual meeting to be held in Minneapolis June 8, 1978. <br />..A letter from the Governor's office announcing a Conference on Families to be held <br />May 22, 1978 at the Shearton N W in Brooklyn Park. <br />..A letter from North Central Public Service Company announcing about a 2.1% increase in <br />natural gas rates beginning next month. <br />..Mr. Gotwald had dropped off the estimated costs for the completion of Carole Drive in <br />Carole's Estates - the letter.of credit must be for $24,498.00 and for Foxtail Court and <br />Foxtail Drive in West Oaks of Bald Eagle - this letter of credit must be in the amount <br />of $54,750.00. <br />
