9 i <br />December 14, 1978 <br />Mr. Gotwald presented a suggestion to the Board that an overall drainage <br />study be done of this area in order to better serve the developers and <br />persons buying land in the area. It was generally greed this was a <br />good idea. <br />Mr. McLean asked about establishing a water level to be maintained on the <br />lakes. Mr. Goyer said nothing had been done in that area but he agreed <br />this should be done. He will contact Mr. McLean on this matter. <br />The general idea is to set a bench mark, delete the permits for the taking <br />of water from the lakes and hold the water level within inches of the <br />established bench mark. <br />It was generally agreed that some sort of work shop between this Council <br />and the Watershed Board should be established to talk about mutual <br />problems. <br />Mr. Jeff Joyer presented an itemized list of additional costs that were <br />incurred by his firm in the development of some lands. He attributed <br />these costs to delays in actions on the part of the Rice Creek Watershed <br />Board, but the Board vehemently denited this. <br />The Board felt that those delays are caused by Enigneers who do not know <br />and do not take the time to find out what is required by teh Board, thus <br />incurring delays. <br />Mrs. Dee Knaak, State Senator, was also present, She said ti was good <br />to meet with teh Council and the Board. She said cummunications are <br />necessary and this sort of meetins is the best way of communicating. <br />Mayor Karth thanked all for attending and adjourned the meeting at <br />9:45 P.M. <br />These minutes were approved at the regular Council meeting held on <br />January 8, 1979. <br />Edna L. Sarner, Clerk- Treasurer <br />December 26, 1978 <br />The regular meeting of the Lino Lakes City Council was called to order at <br />8:00 P.M., December 26, 1978, by Mayor Karth. Council members present; <br />Kulaszewicz, Zelinka. Absent; McLean, Schneider. Mr. Locher was present <br />Mr. Gotwald was absent. <br />The minutes of the November 27, 1978 and December 11, 1978 were held due <br />to a lack of a quorum of members present at those meetings. These <br />minutes will be considered at the January 8, 1978 meeting. <br />The Clerk presented thefollowing items for Council consideration: <br />..The Insurance Study being done by the League of Minnesota Cities will <br />cost $75.00 as this City's portion. Mr. Zelinka moved to authorize this <br />check to be written. Seconded by Mr. Kulaszewicz. Motion decalred passed. <br />..Municipal fines for the month of November were $704.67. <br />..A variance had been requested by Elizabeth Sands for the transfer of a <br />parcel of land of less than 2 acres olcated on Otter Lake. This parcel <br />is to be added to an existing parce, The Planning and Zoning has re- <br />commended approval of this variance but had requested the land owner's <br />
