January 30, 1979 207 A special meeting of the Lino Lakes Cit Council was called to order at 8:00 P.M. on January 30, 1979, by Mayor Karth. Council members present; Kulaszewicz, McLean, Schneider, Zelinka. Mr. Locher was also present. Mr. Lee Starr and Mr. Bob Masanec were present representing the Phusical Development Committee of the Metropolitan Council. This meeting had been called to resolve several issues involving the use of the Metro Interceptor located on Birch Street and actions necessary for this Council to take in order to release the moritorum on the use of that facility. Mr. McLean stated that he had felt at the conclusio- of the last meeting there had been a very positive attitude - this memo is very negative - what happened? it was felt the City's position on septic tank inspection and the method of monitoring was vague. The Council felt they had made it quite clear that if the 'post card' method was satisfactory to the Metro Council, this was the method that would be used. Thses cards would be sen bi- annually, new systems would be installed according to code and the City would require old systems to be brought up to code when problems are encountered. Mr. Zelinka moved that this City will adopt a septic system inspection system similar to the one in operation in the City of Andover, with bi- annual reporting. This system will be in effect in the 1st quarter of 1979. Seconded by Mr. McLean. Motion declared passed. Mr. Schneider moved that a copy of this Resolution be forwarded to Mr.. Lee Starr and Mr. Mazanec. Seconded by Mr. McLean. Motion declared passed. Mr. McLean went over the past history of this problem for the benefit of Mr. Mazanec, in that another problem that must be resolved is the density figures. After some discussion on this, it was generally felt that the septic system monitoring will take care of the density problem. Mr. Starr said that with the actions taken by this City tonight, the recommendation that the moritorium on the use of the interceptor be lifted would be forwarded to the Physical Development Committee. This use would be limited to the area designated as Urban Service Area #1. How and where these connections are used, is the prerogative of this Council. These hook -ups will porbably be used on a first come /first served basis over the next 10 to 15 years. This is the life span offthe interceptor. When the capacity of the lift stations has been reached, then no more homes may be connected. There was some discussion on the matter of the Open Space and the Clerk was asked to amil a copy of the letter sent to Mr. Nethercut in October. It would seem this letter had never arrived. The matter of the bike trail was discussed. As was the Sewer Service Area #2, the reserved capacity in the Blaine Interceptor for service to that area of Lino Lakes. These matters were discussed in connection with the necessity to update the Comprehensive Land Use Plan. The Council was told the need for City sewers in that area should be
