May 14, 1979 <br />245 <br />Schnieder said this matter will be discussed at the Advisory Board and <br />he will report back to this Council. <br />..The matter of the request for a Firing Range at that facility was dis- <br />cussed. Chief Myhre had inspected the location and found no problems with <br />the exception of noise disturbance to local residents. The location of <br />the site was discussed, as was the distance from the road. Mr. McLean <br />asked about the security of the area and was told it will be posted. Mr. <br />Zelinka was concerned that persons other than the officersof the facility <br />will be using the range. This area will be only for shot guns with bird <br />shot for the purpose of instructions in the area of firing and loading <br />those firearms. <br />Mr. McLean was concerned about children wandering into the area and sug- <br />gested a fence. Mr. Jorgenson, Range Master, said it would be better to <br />then install this range within the perimeter of the existing fence. He <br />said he would present this idea to the officials of the institution. <br />..Municipal fines for the month of April was $805.50; <br />..Refund from Ford Motor Company for the repair of the Ford Dump Truck <br />in the amount of $403.35; <br />..Dividend on the Worker's Comp. Inc. for $1086.00. <br />A letter to Mayor Karth from the City Manager of Shoreview was read and <br />discussed. This letter asked for a joint meeting with the two Councils. <br />After some discussion, a meeting was tentatively scheduled for June 5, <br />1979, at 8:00 P.M. The Clerk is to write to Shoreview with this information. <br />Mr. McLean so moved. Seconded by Mr. Zelinka. Motion declared passed. <br />The special hearing for the extension of utilities on Black Duck Drive <br />was called to roder at 8:30 P.M. This is a continuation of the hearing <br />held on April 9, 1979. Mayor Karth turned the meeting over to Mr. Don <br />Carley who explained the areas of installation and the total costs of the <br />construction. <br />Mr. Jerry Shannon, of the Springsted Company, explained the financing of <br />this project and the manner in which is can be accomplished. <br />The gentleman who owns the unplatted area to the North questioned the <br />costs for the assessment to his property and was told, approximately <br />$30/35,000.00. <br />There was discussion on a method to protect the City's interest in this <br />project. Mr. Shannon was asked to put together an assurance package to <br />be provided by the land owners and have for the next Council meeting. <br />Mr. Schneider moved to continue this hearing until 8:30 P.M., May 29, 1979. <br />Seconded by Mr. Zelinka. Motion declared passed. <br />The continuation of the hearing for the extension of a street and the <br />vacation of a portion of the existing cul -de -sac was called to order. <br />Mr. Steve Jankus had applied orginally but since the application, has sold <br />the land affected. The current owners, Mr. and Mrs. Wayne Ellision, were <br />also present. <br />Mr. McLean questioned the easements on the new parcels that are desingated <br />as road easements - Mr. Jankus said the extension of the street to end in <br />a cul -de -sac is to serve one building site. Mr. MCLean felt that there <br />should be no committment on this City's part to agree to these street <br />easements. There has not been a study done on that area to establish a <br />raod pattern. All reference to the easements should be deleted. <br />Mr. Zelinka asked about the financing of the new street. Mr. Ellison said <br />
