May 31, 1979 <br />255 <br />questioned the use of the Engineer, Attorney, Planner, Fire Deaprtments, <br />Police Department. He also discussed the form of government this City <br />operates under and the necessity for to the voters if the plan is <br />changed to Form B. Under the administrator form, the Council assumes <br />more of the responsibility. <br />Mr. Schneider asked about cost and time. Mr. Hodge sad his charges are <br />$25.00 per hour plus mileage, but he does not charge for travel time. <br />He felt that he would want to spend about 4 hours per day in the initial <br />stage. This would cost approximately $400.00/600.00. The next step <br />would take about 2 months with an approximate cost of $2000/2200.00. At <br />that point in time, the City should have a choice of qualified persons <br />to choose from. Mr. Hodge aid he does not choose the person - jsut sets <br />the procedure. <br />Mr. Schneider felt the time is ideal in that this wourk could be done in <br />June and July and bidgeting starts in August and September. <br />Mr. MCLean asked about the salary range for an administration - 20/25,000? <br />Mr. Hodge said the initial study would set the need and this would se the <br />salary range. With a population of 5,000 for 22/26,000 would assure the <br />interest of a very good person. <br />Mr. Hodge would meet with the Council to present his interuim report and <br />present the estimated cost for Council consideration. <br />Most of the work would be done at the City Hall but some would need to be <br />done outside the building. He would present the Council with a weekly <br />report on hours with a brief summary of the work he had done - all <br />services are timeized. Mr. Schneider asked what the next step is and <br />Mr. Hodge said all he needs is the authorization. <br />Mr. MCLean moved to authorize Mr. Hodge to begin the study for a City <br />Administration. Seconded by Mr. Zelinka. Motion declared passed. <br />Mr. Hodge thanked the Council and left at 9:15 P.M. <br />Mr. Robert Kelly was here to present an insurance package to the City. <br />Mr. Kelly had gone through the City's current policies and had made his <br />recommendated changes in coverage. Each Council member had a copy of <br />these recommendations. <br />The various items on the list were gone over and discussed - either for <br />increased coverage or for additional coverage. Mr. Kelly felt this <br />building should be appraised by a professional appraiser to be sure that <br />the City has sufficient coverage. He will aggange this through a firm <br />that works with his firm. <br />Mr. Kelly felt that there are two important questions that should be <br />considered - 1) does the City want this progran; and 2) at what date. <br />There was some discussion of Police Professional Liability coverage which <br />Mr. Kelly felt should be included. <br />Mr. McLean moved to authorize Mr. Kelly th order the appraisal on the <br />Building and to complete the package and present a final qoute for Council <br />consideration.
