1 <br />1 <br />1 <br />COUNCIL WORK SESSION MINUTES MARCH 21, 1991 <br />Mayor Harold Bisel called the work session to order at 3:00 <br />P.M. Council members present: Reinert, Bohjanen, Neal, <br />Kuether. Staff members present: City Administrator <br />Schumacher, Asst. to the City Administrator Tesch, and Fire <br />Chief Bennett. Others: Gene Johnson and Ellen Luken of <br />Winsor Faircy. <br />Mr. Schumacher began the session by updating the council on <br />the C. Ross case. Mr. Schumacher stated that Officer Ross <br />decided not to accept the council's offer to extend his <br />probationary period and undergo a psychiatric evaluation in <br />September. The results of this evaluation would have <br />determined his fitness to return to the Sergeant's position. <br />The hearing is still scheduled for tomorrow morning at 9:00 <br />A.M. <br />Mr. Bohjanen had two concerns; 1) is the position been vacant <br />since the demotion, and 2) will the outcome of the hearing <br />tomorrow fuel Ms. Doriott's case against the city. Mr. Neal <br />related to the council that it was he that brought this issue <br />to their attention last summer. Mr. Bohjanen and Mr. Neal <br />were concerned about the perception of this case within the <br />community. <br />Mr. Schumacher related his concerns about the Doriott case. <br />Mr. Reinert stated that we need to simply proceed as best we <br />can. It is impossible to anticipate everything, and we <br />should take this one day at a time. <br />FIRE HALL <br />Mr. Schumacher handed the floor over to Mr. Johnson and Ms. <br />Luken. Mr. Johnson explained that he had brought out two <br />designs and floor plans. The council would be expected to <br />choose a plan today, and they would be able to begin the <br />project within five weeks.
