They felt conditions would <br />have to be attached to the special event permit. Chief Campbell <br />said that by establishing a special event permit, a business is <br />for warned of conditions in advance. Mr. Hawkins explained that <br />Chief Campbell is looking to determine if the Council wants bars <br />to conduct events outside of their buildings and he is also <br />looking at having the Council issue licenses for these events <br />rather than the Clerk - Treasurer. <br />Council Member Reinert moved to refer this ordinance back to <br />Chief Campbell to put language in place reflecting what his <br />wishes are in a review process and bring it back to the Council. <br />Council Member Neal seconded the motion. <br />Al Robinson from the audience asked for clarification regarding <br />non - profit organizations selling liquor outside of the building. <br />It was noted that it is unlawful to sell liquor outside of the <br />building. However, non - profit and church groups have been issued <br />temporary beer licenses. This ordinance will not affect this and <br />non - profit and church groups will still be able to purchase <br />temporary beer licenses. <br />Mrs. Joyce Sharpen asked if it is permissible to have a block <br />party and serve liquor outside. It was explained that no one is <br />allowed to serve liquor on public property. <br />Voting on the motion, motion carried unanimously. <br />OLD BUSINESS <br />Mark and Darla Lowell Letter - Council Member Reinert asked that <br />a response to the letter received from Mark and Darla Lowell <br />regarding the 66th Street Improvement be prepared as soon as <br />possible. Mr. Schumacher explained that a meeting is scheduled <br />with Mr. Boxrud on Friday. <br />OLD BUSINESS <br />American Water Works Association (AWWA) Position Statement - Mr. <br />Schumacher that the legislature is considering Wetland <br />legislation in this session., The method of funding the <br />legislation could impact this City. Mr. Schumacher suggested <br />that a letter be written to our representatives explaining that <br />the City does not approve of the proposed funding. Council <br />Member Bohjanen moved that this letter be written to all <br />representatives. Council Member Reinert seconded the motion. <br />PAGE 15 <br />085 <br />
