1 <br />1 <br />1 <br />- 073 <br />COUNCIL MINUTES APRIL 8, 1991 <br />programs. Mr. Bernstein told the Council that he is very excited <br />about the recreation program and he has had very good response to <br />his programs. Council Member Kuether asked if there would be a <br />women's softball league. Mr. Bernstein explained that he did not <br />receive enough registrations in this area and has recommended to <br />those who did register to join other leagues in the area. <br />Property Tax Statements - Mr. Schumacher explained that the City <br />has received a great number of telephone calls regarding property <br />taxes. He used the overhead projector and explained the form <br />used by the County this year. He also noted that some callers <br />were unaware that most of the tax dollars do not come to the <br />city. Mr. Schumacher noted that if a residents property taxes <br />increased 10% or more the property owner can file for a rebate. <br />YEAR END REPORT ON LINO LAKES GAS FRANCHISE OPERATIONS, AL ROSS <br />AND JIM KEINATH <br />Mr. Ross presented the annual report to the Council. Mr. Keineth <br />said that he would answer any questions that the Council may <br />have. Council Member Kuether expressed surprise at the large <br />number of new customers. Council Member Neal asked if there <br />would be a bid to service the new school on Birch Street. Mr. <br />Keinath said that he would be willing to review the new school as <br />well as any new subdivision in that area. <br />Mayor Bisel explained that the City is in the process of <br />reviewing all franchises and agreements. He noted that this <br />franchise would be reviewed as well. <br />Mayor Bisel thanked Mr. Ross and Mr. Keinath for coming this <br />evening. <br />PUBLIC HEARING, COMPREHENSIVE LAND USE PLAN AMENDMENT, LAKE <br />AMELIA TOWN HOMES <br />Mr. Miller explained that Mr. Ron Birch has submitted a proposal <br />for town homes on 20th Avenue north of Ash Street. This proposal <br />would require sanitary sewer and municipal water. The area is <br />not currently within the Metropolitan Urban Service Area (MUSA). <br />Therefore, an amendment to the Lino Lakes Comprehensive Land Use <br />Plan has been proposed. The public hearing is to take public <br />comment regarding including this property in the MUSA boundary. <br />The area proposed to be included in the MUSA is 47 acres. If <br />this land is to be included in MUSA, a like amount of land will <br />have to be taken from MUSA in another area. Metropolitan Council <br />will not allow Lino Lakes to increase the acreage currently in <br />MUSA. Mr. Miller explained that there is a parcel of land <br />PAGE 3 <br />
