1 <br />1 <br />COUNCIL MEETING <br />Abstained: none <br />Motion carried un <br />Resolution No. 61 <br />RESOLUTION NO. 68 <br />AGREEMENT FOR USE <br />ASSOCIATION <br />JULY 8, 1991 <br />animously. <br />- 91 can be found at the end of these minutes. <br />- 91 AUTHORIZING JOINT AND COOPERATIVE <br />OF PERSONNEL AND EQUIPMENT, REGIONAL MUTUAL AID <br />Mr. Volk explained that in 1989, the Regional Mutual Aid <br />Association was established to aid a sister city or county in <br />time of disaster. It had been the experience of some cities that <br />any given government agency may not be able to handle a disaster <br />with its own resources. Because of this, the Public Works <br />Director's of this area developed an association and to date <br />approximately 49 cities and counties are members. <br />The joint agreement was given to the Council Members in their <br />packet. It explains all the provisions of the agreement. <br />Council Member Kuether moved to accept the recommendation of the <br />Public Works Director and approve Resolution No. 68 - 91. <br />Council Member Bohjanen seconded the motion. Motion carried <br />unanimously. <br />Resolution No. 68 - 91 can be found at the end of these minutes. <br />CONTINUATION OF THE PUBLIC HEARING, AMELIA LAKE ESTATES REZONE, <br />ORDINANCE NO. 10 - 91 <br />Mr. Miller explained that this matter was before the Council on <br />June 24, 1991 and public testimony was taken at that time. The <br />Council requested that staff meet with area residents to answer <br />questions and explain the planned development. This meeting was <br />held on July 1, 1991. <br />Mr. Miller has received correspondence from the Metropolitan <br />Council stating that the Comprehensive Plan Amendment request has <br />been received and approved by the Metropolitan Waste Control <br />Commission. The Amendment has been forwarded to Metropolitan <br />Council and this body will consider the Amendment probably within <br />the next two weeks. Since the Metropolitan Council has not <br />approved the Amendment, the Council will be unable to make a <br />decision on the rezone request this evening. There is a Tax <br />Increment Financing (TIF) public hearing scheduled this evening <br />as well and a preliminary plat hearing and an improvement <br />hearing. The Council will be unable to take action on any of <br />these matters until after the Metropolitan Council approves the <br />Comprehensive Land Use Plan Amendment.
