11 7 <br />COUNCIL MEETING MARCH 23, 1992 <br />Neal noted an improvement of morale since the move and an <br />appreciation for less crowded spaces. <br />Council Member Kuether explained that her "eyes have been opened" <br />by taking the position of Public Works liaison. She noted that <br />the dirt roads are in very tough shape. Once the frost is out, <br />the roads will be graded once a week. All streets are being <br />checked to see if reconstruction is needed or if patching will be <br />sufficient for this year. <br />Council Member Elliott said she has attended meetings, is looking <br />at the trail system and working on citizens complaints. Two (2) <br />more shelters are being added to the Parks system and the Parks <br />Department is looking into the possibility of contracting lawn <br />mowing services. Council Member Elliott said she is looking <br />forward to settling in the new Park Board members. <br />Mayor Reinert noted that the biggest concern has been the <br />moratorium. He felt it allowed time to take a "fresh" look at <br />things. Mayor Reinert noted that City Engineer, Darrell Schneider <br />is now on board. He will have a more complete report of things <br />that have been accomplished at a later date. <br />NEW BUSINESS <br />Consideration of Liquor License Request, Shirley Kaye's - Mrs. <br />Anderson explained that this business located at 6810 Lake Drive <br />has been repossessed by the underlying landowner and the owner <br />has contracted with his wife to re -open under the new name. <br />Chief Campbell has performed the background investigation and all <br />is in order. All license fees have been paid. Mrs. Anderson <br />asked that the licenses be approved contingent upon receipt of <br />proof of insurance and receipt of proof of paid taxes. <br />Council Member Kuether moved to approve the liquor licenses for <br />Shirley Kaye's contingent upon receipt of proof of payment of <br />taxes and receipt of proof of insurance. Council Member Neal <br />seconded the motion. Motion carried unanimously. <br />Consideration of Revision of Precinct Boundaries - Mrs. Anderson <br />presented a map indicating a revision of the present precinct <br />boundaries and adding a third precinct for Lino Lakes. She had <br />previously drafted a memorandum to Mayor Reinert and Council <br />Members outlining the need for a third precinct and explained the <br />number of registered voters suggested for each precinct. Mrs. <br />Anderson noted that the City Council did have the option to leave <br />precinct boundaries as they currently are or to approve the draft <br />of precinct boundaries as she has prepared or to redraft precinct <br />boundaries in some other configuration.
