296 <br />COUNCIL MEETING APRIL 27, 1992 <br />availability). The present ordinance has not been enforced, <br />therefore, it is the staff recommendation that the present <br />ordinance be changed to eliminate the one (1) year hook -up <br />provision which would be difficult to enforce at this time. The <br />staff would also recommend that a provision be added indicating <br />that a connection to utilities is required when an existing on- <br />site system failed. The City Attorney is working on this change <br />for consideration by the City Council later this evening. <br />A certificate of survey was included with the Council packet <br />which shows that the existing home on Parcel B meets setback <br />requirements, thereby satisfying Planning and Zoning Board Item <br />No. 5. The Planning and Zoning Board recommended approval of the <br />minor subdivision with the following provisions: <br />A. Parcel A (the new lot) hook up to utilities. <br />B. Utility and drainage easements be provided along all <br />property lines of Parcel B. <br />C. The proposed minor subdivision is subject to park dedication <br />fee of $500.00 as stipulated by the Zoning Ordinance. <br />D. Any future dwelling which is to lie upon Parcel A (the new <br />lot) meet minimum floor area requirements as stipulated <br />within Section 6, Subd. 5.(4) of the Zoning Ordinance. <br />E. Grading and drainage be adequately accommodated on the site. <br />F. Any future subdivision of the site is not recommended by the <br />staff. <br />Council Member Elliott moved to approve the minor subdivision <br />with the conditions stipulated by the Planning and Zoning Board. <br />Council Member Kuether seconded the motion. Motion carried <br />unanimously. <br />Site and Building Plan Review, Greenhouse Addition, B. Soderman, <br />DBA Rock Gardens, 6074 Hodgson Road - Mr. Schneider explained <br />that Mr. Soderman, on behalf of Rock Gardens Lawn and <br />Landscaping, is requesting a site and building plan approval to <br />expand his existing business located north of Ash Street and east <br />of Hodgson Road. Specifically, the applicant wishes to construct <br />a new 1,560 square foot greenhouse and expand the tree storage <br />areas. The subject 4.7 acres is zoned General Business (GB). <br />The Planning and Zoning Board recommended approval of the request <br />subject to the following recommendations: <br />1.
