298 <br />COUNCIL MEETING APRIL 27, 1992 <br />Site and Building Plan Review, Anoka County Parks Nature Center <br />Building - Mr. Schneider explained that Mr. David Torkildson, on <br />behalf of the Anoka County Parks Department, has requested a site <br />plan approval for a 10,640+ square foot nature interpretive <br />center to be located north of George Watch Lake within the Rice <br />Creek Chain of Lakes Park Reserve. <br />Mr. Schneider noted that according to the Anoka County Parks <br />Planner, the interpretive center will include naturalist programs <br />for children, naturalist displays as well as cross country skiing <br />activities in the winter months. The Rice Creek Chain of Lake <br />Park Reserve is zoned Public Semi - Public (PSP). The Fire Chief <br />has reviewed the plans and has made some suggestions that have <br />been incorporated into the plans including revising the parking <br />area to provide access to emergency vehicles. <br />The Planning and Zoning Board recommended approval subject to the <br />following conditions: <br />1. The site grading plat is revised to illustrate the ordinance <br />high water mark (OHWM) of George Watch Lake (886) to provide <br />an assurance that the proposed structure meets the 200 foot <br />shoreland setback requirement. <br />2. The site plan is modified to illustrate septic tank, drain <br />field, and well locations to provide an assurance that they <br />meet applicable shoreland setback requirements. <br />3. The parking lot design, which is apparently being revised, <br />is subject to City approval. <br />4. Consideration is given to paving the interpretive center's <br />access drive. <br />5. Revised parking arrangements as suggested by Fire Chief to <br />provide for emergency vehicle access. <br />Council Member Kuether moved to approve the site and building <br />plan for the Nature Interpretive Center within the Rice Lake <br />Chain of Lakes Park Reserve subject to the Planning and Zoning <br />Boards conditions. Council Member Elliott seconded the motion. <br />Council Member Bergeson noted that a number of meeting rooms are <br />planned for this building. He said he hoped that the County <br />would make these rooms available to the public and asked Mr. <br />Schneider to inquire to determine if they will be available. It <br />was noted that there are some meeting rooms at the Chomonix Golf <br />Club which are available subject to prior commitments. <br />Voting on the motion, motion carried unanimously. <br />PAGE 12 <br />1 <br />1 <br />
