288 <br />COUNCIL MEETING APRIL 27, 1992 <br />Council Member Neal seconded the motion. Council Member Bergeson <br />asked about the large expenditure on Page 2 of the Disbursements. <br />Mr. Tesch explained that was a payment to Pitt- Demoines the <br />company constructing the water tower. Motion carried with <br />Council Member Kuether abstaining. <br />ITEM DISPOSITION <br />MINUTES: April 13, 1992 Approved <br />DISBURSEMENTS: April 27, 1992 Approved <br />Centennial Fire Department Approved <br />REGULAR AGENDA <br />OPEN MIKE <br />Esther Newcome, Metropolitan Council Representative - Ms. Newcome <br />is unable to attend this evening and will be scheduled for a <br />Council meeting in May. <br />Moratorium Update - Mayor Reinert explained that at the first <br />Council meeting of this year a moratorium was approved relative <br />to residential development in this City. He said this will be a <br />mid -term report on the moratorium and a more complete report will <br />be given in July. Mayor Reinert noted that some people were <br />pleased with the moratorium and some people were not. He <br />explained that during this period it was planned to "take stock" <br />of the situation in the City not necessarily to oppose or slow <br />down residential development but rather to take a look at where <br />the City was going with residential development. A number of <br />items need to be addressed. One item was the re- organization of <br />the Planning and Zoning Board and how matters were to come before <br />the Council. Mayor Reinert noted that previously the City had a <br />five (5) member board called the Design Review Board. The name <br />of the board was changed to reflect what that body does and was <br />changed back to the Planning and Zoning Board. In addition <br />membership was changed back to seven (7) members. It was felt <br />that this would allow greater public input and allow more people <br />to serve, especially during a time when the City was undergoing a <br />great deal of development. A large number of qualified <br />applicants did apply for membership on this board and seven (7) <br />were choosen and the new board is now in operation. The Council <br />has approved a revised Zoning Code which does codify many <br />existing ordinances and clarifies language and procedures. <br />Following this there will be some items addressed and these will <br />relate specifically to this item and how it relates to the City. <br />Mayor Reinert explained one item looked at was the inventory of <br />residential lots.
