46 <br />COUNCIL MEETING MAY 22, 1995 <br />private roadways arrangements and parking flexibility was <br />considered to be appropriate. <br />The layout in the site plan generally conforms to all required <br />setbacks and provides adequate parking. Generally tandem parking <br />is not an acceptable arrangement in meeting the City Code <br />requirements. However, in view of the elderly occupancy, it is <br />felt that the parking demand for this type of housing is going to <br />be less and therefore, the flexibility to allow for tandem <br />parking spaces is acceptable with the following conditions: <br />1. The dwelling units be occupied only by elderly residents, 55 <br />years and older. <br />2. Garage stalls should be provided without a fee to meet <br />parking requirements. <br />3. There should be no dwelling unit conversions for family use. <br />4. Parking spaces will not be used for storage of recreational <br />vehicles, boats or trailers. <br />Mr. Brixius noted that the applicant has some issues with these <br />requirements and he will address them later. <br />The Planning and Zoning Board discussions included the 28 foot <br />drive that loops from Elm Street back to Elm Street. It was <br />discussed and agreed to by staff that parking would be allowed on <br />one side of that street. This is an exception of the requirement <br />that there be no parking on the private streets. <br />All parking must meet City Code with regard to bituminous <br />surfacing, perimeter curbing, stripped parking spaces, designated <br />handicapped parking spaces per State requirements and parking lot <br />lighting. <br />The total site provides 48% open space which meets City <br />standards. Traffic circulation requires an access permit from <br />the Anoka County Highway Department for direct access to Elm <br />Street. <br />There is a long dead -end private roadway that does not provide a <br />turn radius for small van -type trucks servicing the site. As a <br />requirement of site and building plan approval, this dead -end <br />driveway should provide for van truck and trash truck turn around <br />areas. <br />The developer has indicated that all trash cans will be stored in <br />the garage. Covenants should address this matter. <br />PAGE 12 <br />
