5L <br />COUNCIL MEETING MAY 22, 1995 <br />acceptable to him and his finance persons. <br />Council Member Kuether asked if the property would have one <br />property identification number or one for each unit. Mr. Brixius <br />said it would be one property identification number for all the <br />senior units. <br />Council Member Elliott referred to the curbing issue and asked <br />what is the cost difference between curbing as Mr. Brixius is <br />suggesting and curbing as Mr. Derrick suggested. Mr. Derrick <br />explained that the additional curbing would cost approximately <br />$30,000.00. Council Member Elliott asked if other senior <br />projects that he has been involved in have the curbing as <br />suggested by Mr. Brixius. Mr. Derrick said no, only on the main <br />street. <br />Council Member Kuether moved to approve the site plan review of <br />Willow Ponds with the change that parallel parking be allowed on <br />one side of the 28 foot private street and subject to all <br />conditions outlined in the City Engineer's, City Planner's and <br />Planning and Zoning Board reports. Council Member Neal seconded <br />the motion. Motion carried unanimously. <br />Site Plan Review, Lino Lakes Correctional Facility, 7545 Fourth <br />Avenue - Ms. Wyland explained that the Correctional Facility is <br />zoned Public /Semi Public and public buildings for county and <br />state government are permitted uses in this zoning district. The <br />Zoning Code requires that any construction other than single <br />family requires site plan review. <br />The proposed request is to allow six (6) components of <br />construction /reconstruction including the following: <br />1. Replacement of one boiler. <br />2. Upgrade of existing perimeter fence with supplemental wire <br />barrier and replacement of electronic perimeter <br />surveillance. <br />3. Remodeling and addition for the reception /segregation unity <br />(2,450 square foot addition). <br />4. Construction of a new 232 bed minimum security chemical <br />dependency unit (approximately 34,425 square feet). <br />5. Increase capacity and remodeling of existing food service <br />and dishwashing area. <br />6. Remodeling to provide space for new dental exam room and <br />X -ray unit in existing infirmary. <br />The Building Inspector and the Fire Chief have reviewed the <br />proposed construction plans with the Correctional Facility. <br />Because this is a State owned prison facility, extensive review <br />PAGE 16 <br />
