1n <br />COUNCIL MEETING JUNE 26, 1995 <br />forum this evening is to make sure that everyone knows that there <br />are some concerns over the first actions that were taken in the <br />park that seem to be outside of what they understood to be the <br />concept that was presented in the May 15, 1995 neighborhood <br />meeting. Mr. Robichaud said his neighborhood would like to re- <br />establish a consensus and make sure that when they come back to <br />the City Council that the plan is something that everyone clearly <br />understands and is more specific than concepts that do no have <br />any specific boundaries or barriers. <br />Mr. Robichaud noted that Mr. Asleson understands the neighborhood <br />concerns and asked him to help in the process of re- establishing <br />a consensus regarding the park development. Although everyone <br />was aware of the bordered concept, when the first part of the <br />construction began, people who boarded the park property were <br />surprised at the action that was taken. Mr. Robichaud suggested <br />that the concept should be viewed by the entire neighborhood on <br />the location so that they can get a first -hand view of what is to <br />be disturbed and what will be changed. <br />Mayor Reinert asked if all the signatures on the letters are <br />signatures of residents living adjacent to the planned park. Mr. <br />Robichaud said there are signatures from residents who are not <br />directly adjacent to the park. These residents are concerned <br />about how the park will grow and how it will affect traffic and <br />parking on their street. <br />Mayor Reinert explained that the City Council cannot take action <br />on this matter. He asked Mr. Asleson to take this matter back to <br />the Park Board and the community so that a consensus can be <br />reached to make this a win /win situation. Mr. Robichaud felt <br />that a consensus is attainable but wanted the City Council to be <br />aware of their concerns. <br />Mr. Asleson explained that a master plan was sketched for this <br />park. A neighborhood meeting was held. However, when actual <br />construction was started, there was some "shock ". He felt that <br />another neighborhood meeting would be very beneficial. <br />Mayor Reinert explained that the City went through a very <br />extensive process in developing a comprehensive park plan with <br />citizen input. He hoped that this matter will be brought back to <br />the City Council in the very near future. Mr. Robichaud noted <br />that the children are now gravitating toward playing in the <br />street. It is their plan to create a park area that will draw the <br />children off of the street. <br />Mr. Robichaud thanked the City Council for direction. <br />PAGE 2 <br />1 <br />1 <br />1 <br />
