54 <br />COUNCIL MEETING JULY 10, 1995 <br />anyone in a similar position to know what is permitted and what <br />is not permitted. <br />The letter includes a suggestion that the committee who prepared <br />the petition proposal compare their proposal with the State <br />Statute conflict of interest. The letter also suggests that the <br />committee consider using the State Statute definition in the City <br />Code. <br />Council Member Bergeson asked about the status of the previous <br />opinion regarding the proposed petition regarding notification <br />requirements. Mr. Sullivan said he has not heard what is <br />happening with that petition. The substance of that petition was <br />sufficient. This petition has not been circulated yet. Mr. <br />Schumacher explained that the City did not want the committee to <br />circulate a petition that would not meet all requirements of the <br />petition process. <br />CONSIDERATION OF RESOLUTION NO. 95 - 82 ACCEPTING A DONATION FROM <br />THE CIRCLE -LEX LIONS CLUB <br />Mr. Schumacher explained that the National Youth Sports Coaches <br />Association is an organization promoting better education for <br />youth sports coaches so that the youth will have a better <br />experience while participating in youth sports. The registration <br />fee for each coach is $15.00. The Circle -Lex Lions Club was made <br />aware of the need to better educate the coaches and has donated <br />funds to pay one -half of the registration fee for each coach. <br />Mr. Schumacher noted that about 160 coaches are involved with the <br />athletic program. Resolution No. 95 - 82 indicates that <br />$2,500.00 has been donated to educate all of the coaches. <br />Council Member Bergeson moved to adopt Resolution No. 95 - 82 and <br />send a letter of appreciation to the Circle -Lex Lions Club. <br />Council Member Kuether seconded the motion. Motion carried <br />unanimously. <br />Resolution No. 95 - 82 can be found at the end of these minutes. <br />CONSIDERATION OF A THREE (3) YEAR AGREEMENT WITH THE OPERATING <br />ENGINEER'S UNION, LOCAL #49, RANDY SCHUMACHER <br />Mr. Schumacher explained that a proposed settlement agreement <br />with the International Union of Operating Engineer's, Local #49 <br />was included in the Council packets. This agreement has been <br />negotiated over several months and was ratified by union members <br />on June 22, 1995.
