1 <br />1 <br />1 <br />COUNCIL MINUTES AUGUST 14, 1995 <br />I. Water Supply System Description and Evaluation <br />II. Emergency Planning <br />III. Water Conservation Plans <br />IV. Items for Metropolitan Area Public Suppliers <br />The details of these parts were reviewed at the Council work session on August 9, 1995. <br />The city is required to submit the Water Supply Plan as an amendment to the local <br />comprehensive plan to the Metropolitan Council and to the Department of Natural <br />Resources by January 1, 1996. The preparation of the City's Water Supply Plan will <br />required assistance and coordination between the Public Works and Finance Departments <br />and policy guidance from the City Council. City staff will be utilized to the maximum <br />extent possible depending on their availability in order to reduce the overall cost of <br />preparing the plan. <br />Failure to prepare and submit the plan to appropriate agencies may jeopardize future <br />approvals of permits and comprehensive plan amendments by the Minnesota Department <br />of Health, the Minnesota Department of Natural Resources, and the Metropolitan Council. <br />Mr. Powell noted that he did review the work scope prepared by Curt Johnson and <br />assuming that the City staff will be available for work as outlined, the cost should be <br />approximately $8,000.00. He recommended that the City Council adopt Resolution No. <br />95 - 102 Authorizing Preparation of a Community Water Supply Plan. <br />Mayor Reinert noted that this is another example of another mandate passed onto local <br />governments by the State without a funding source. <br />Mr. Schumacher asked Mr. Powell to prepare a work scope that will show the staff <br />responsibilities and the engineer's responsibilities. He also asked for a time schedule for <br />this project. <br />Council Member Kuether moved to adopt Resolution No. 95 - 102. Council Member <br />Neal seconded the motion. Motion carried unanimously. <br />Council Member Bergeson moved to direct Mr. Schumacher to write a letter to the Lino <br />Lakes representatives in the Legislature expressing our displeasure with unfunded <br />mandates. Council Member Kuether seconded the motion. Motion carried unanimously. <br />Anoka County Conservation District Cost Sharing Program for Sealing Wells - Mr. <br />Powell explained that the Anoka County Conservation District has funds available from <br />the Minnesota Board of Water and Soil Resources to assist Anoka County residents with <br />PAGE 19 <br />
