1 <br />1 <br />CITY COUNCIL MEETING SEPTEMBER 11, 1995 <br />Consideration of Resolution No. 95 - 110 Ordering the City <br />Engineer to Prepare a Feasibility Report for the Trunk Utility <br />Services for Clearwater Creek Area - Mr. Ahrens explained that <br />the possibility of future commercial and /or industrial <br />developments in the Clearwater Creek development area between <br />Main Street and Cedar Street in the near future will require <br />sanitary sewer, water, and storm sewer systems to be constructed. <br />Staff is requesting authorization from Council to prepare a <br />feasibility report investigating the construction of these <br />utilities. The purpose for having the report prepared at this <br />time, prior to any proposals for new development, is to provide <br />the City with adequate information on how to best plan for the <br />utility needs of any new developments. <br />The City's consulting engineer has quoted a price of $1,150.00 to <br />complete this study. <br />Council Member Elliott moved to adopt Resolution No. 95 - 110. <br />Council Member Bergeson seconded the motion. Motion carried <br />unanimously. <br />Resolution No. 95 - 110 can be found at the end of these minutes. <br />Update on Grading Activities at New Developments - Mr. Ahrens <br />presented a bi- weekly update on grading activities on newer <br />developments in the City. The Trapper's Crossing subdivision has <br />only a couple of minor items to complete. The first item is the <br />grading of the slopes on a small portion of the project on the <br />west side. There is some cleanup of siltation on the LaMotte <br />side of the development. Mr. Ahrens will ask the consulting <br />engineer on this project to address the remaining concerns. <br />All the silt fences have been installed in the Clearwater Creek <br />subdivision. Mr. Ahrens drove by the project today and noticed <br />that there were hay bales on site. This usually means that <br />seeding is taking place. At the last Council meeting, it was <br />noted that there may be some problems with the Clearwater Creek <br />flow and drainage.,,_`Mr. Ahrens notified the Rice Creek Watershed <br />District of this concern and they have prepared a complete study <br />or inventory of the creek from Bald Eagle Lake to Centerville <br />Lake noting areas that are causing the water to backup and need <br />improvement. This study was completed last week. A report of <br />the study is being prepared and will be submitted to the cities <br />affected by Clearwater Creek. Rice Creek Watershed District will <br />discuss all of the problems in the entire corridor with all of <br />the cities. <br />The senior housing development started last Friday. Silt fences <br />are up on the north side of the property. Currently silt fences <br />are not yet up on the east side, however, the grading is not at a <br />PAGE 3 <br />
