AGENDA ITEM 7 F <br />STAFF ORIGINATOR: Mary Kay Wyland <br />MEETING DATE: February 12, 2001 <br />TOPIC: Chris Lyden, 6275 Holly Drive, Variance <br />VOTE REQURED: Simple Majority <br />DESCRIPTION: <br />NOTE: This item was tabled from the January 8, 2001 City Council Meeting for further <br />discussion at a Council Work Session. The Staff position has not changed from the Staff <br />Report presented below. Minutes from the 1/8/01 Council meeting are included for your <br />information. <br />Mr. Chris Lyden owns 4.07 acres of property, zoned rural, at 6275 Holly Drive. This <br />property is a pre- existing non - conforming lot of record as the ordinance requires a <br />minimum of 10 acres in the rural zoning district. Mr. Lyden would like to construct a 34' <br />x 64' pole barn on the property using metal siding and roofing material. The Zoning <br />Ordinance specifically prohibits metal siding and roofing material on properties less than <br />five (5) acres in size. The proposed construction will meet the square footage <br />requirement (total of 3,600 square feet allow) and the setback requirements (5' on the <br />side, 40' on the front). <br />The Variance requested is from the City's Zoning Ordinance, Section 3. General <br />Provisions, Subd. 4. General Building and Use Provisions, D. Accessory Buildings & <br />Structures, 8. Rural & Residential Zoning District Accessory Buildings, d. Two and One- <br />Half (2 1/2) Acres to less than Five (5) Acres (R, R -X, R -BR, and PSP Districts), Section <br />5) No metal corrugated siding or roof, except upon tool sheds less than four hundred <br />(400) square feet in area. And, a variance to allow pole barn construction because this <br />section of the Ordinance does not specifically allow pole barns as do those sections <br />pertaining to parcels over 5 acres in size. <br />Mr. Lyden has described his hardship as follows (detailed letter attached for your <br />information): <br />1. Pole barn type construction is preferable for this property due to questionable <br />soils. <br />2. Pole barn type construction, without a cement floor is necessary to preserve <br />1958 mid - engine all wood day cruiser due to moisture factors. <br />3. Pole barn type construction will reduce threat of loss from grass fires. <br />
