AGENDA ITEM 7D <br />STAFF ORIGINATOR: John Powell, City Engineer <br />COUNCIL MEETING DATE: April 23, 2001 <br />TOPIC: Resolution No. 01 -60, Initiate Modification of the Ramp from Lake Drive <br />to Northbound I -35W <br />VOTE REQUIRED: 3/5 Vote Required <br />BACKGROUND: <br />When The Village Master Plan was initially developed, it showed a single access into <br />the site along the Town Center Parkway alignment. Since that time interest has grown <br />regarding a second access to the site, possibly in conjunction with the ramp from Lake <br />Drive to northbound I -35W. This interest is clarified in the recent correspondence I've <br />received from Calthorpe Associates and the YMCA. The Minnesota Department of <br />Transportation has commented that this combination ramp is inconsistent with their <br />policy. <br />To formally initiate the modification of this ramp, the City will need to submit a Request <br />for FHWA Access. Approval or Modification. As the City will be the initiating agency, we <br />will be responsible for preparing the technical analysis and documentation. <br />• To direct staff to begin this process, Resolution No. 01 -60 has been prepared and <br />attached. <br />OPTIONS: <br />1. Adopt Resolution Number 01 -60. <br />2. Not adopt Resolution No. 01 -60. <br />3. Return to staff for further review. <br />RECOMMENDATION: <br />Option No. 1 - Staff recommends adoption of Resolution Number 01 -60. <br />
