• • AGENDA ITEM 7G STAFF ORIGINATOR: John Powell, City Engineer COUNCIL MEETING DATE: May 14, 2001 TOPIC: Resolution No. 01 - 65, Ordering Preparation of a Feasibility Study for the Elm Street Reconstruction Project. VOTE REQUIRED: 4/5 Vote Required BACKGROUND: As we have discussed in the past, the reconstruction of Elm Street from Sunset Avenue to Fourth Avenue is a high priority due to the proximity of Centennial Middle School, the level of development in the area, and the amount of pedestrian traffic using the current roadway. The primary funding source for this work will be Municipal State Aid funds but assessments and trunk funds will also be considered in the report. Proceeding with the study of this roadway now also allows the City to take advantage of the neighborhood involvement momentum related to the efforts by St. Joseph's church related to traffic issues along Elm Street and Second Avenue. During preparation of the report, neighborhood meetings will be held to solicit input on the design of the proposed improvements. Staff will consider "traffic calming" concerns along these roadways as part of the study. The study will include not only the reconstruction of the roadway and related drainage concems but will also consider sanitary sewer and watermain system needs. OPTIONS: 1. Retum to staff for further review. 2. Adopt Resolution No. 01 -65, Ordering Preparation of a Feasibility Study for the Elm Street Reconstruction Project. RECOMMENDATION: Option No. 2 - Staff recommends that Resolution No. 01 -65 be adopted.
