• <br />• <br />AGENDA ITEM 7G <br />STAFF ORIGINATOR: John Powell, City Engineer <br />COUNCIL MEETING DATE: May 14, 2001 <br />TOPIC: Resolution No. 01 - 65, Ordering Preparation of a Feasibility Study <br />for the Elm Street Reconstruction Project. <br />VOTE REQUIRED: 4/5 Vote Required <br />BACKGROUND: <br />As we have discussed in the past, the reconstruction of Elm Street from Sunset <br />Avenue to Fourth Avenue is a high priority due to the proximity of Centennial <br />Middle School, the level of development in the area, and the amount of <br />pedestrian traffic using the current roadway. The primary funding source for this <br />work will be Municipal State Aid funds but assessments and trunk funds will also <br />be considered in the report. <br />Proceeding with the study of this roadway now also allows the City to take <br />advantage of the neighborhood involvement momentum related to the efforts by <br />St. Joseph's church related to traffic issues along Elm Street and Second <br />Avenue. During preparation of the report, neighborhood meetings will be held to <br />solicit input on the design of the proposed improvements. Staff will consider <br />"traffic calming" concerns along these roadways as part of the study. <br />The study will include not only the reconstruction of the roadway and related <br />drainage concems but will also consider sanitary sewer and watermain system <br />needs. <br />OPTIONS: <br />1. Retum to staff for further review. <br />2. Adopt Resolution No. 01 -65, Ordering Preparation of a Feasibility Study for <br />the Elm Street Reconstruction Project. <br />RECOMMENDATION: <br />Option No. 2 - Staff recommends that Resolution No. 01 -65 be adopted. <br />
