Mr. Marier didn't feel it was necessary <br />for a letter. It was finally decided that the Chairman would direct the Clerk <br />to write specific letters with the Council's approval. Jerry Boyd asked if he has <br />to come to the Council to have a letter written on a red tag. Mr. Bohjanen said <br />No, that had already been set. <br />Mr. Jaworski called for the question. Carried <br />Mr. Gotwald read partial estimate #3 from Loosen Plumbing, noting that the bid <br />amount of $40,430 will be the final amount. He commented that about $39,000 <br />in materials has been used up to date, so we are actually holding about 20% back. <br />There is lettering to be done on the pumphouse, some glazing and a few touch up <br />spots. He noted that no fence was called for in the contract, but in view of <br />the vandalism, it may be necessary to put one around the pumphouse. If so, the <br />money can come out of the bond issue; we have time to talk about this. Mr. <br />Zelinka asked of approval of this estimate means acceptance: Mr. Gotwald said <br />No, not until the final approval. Mr. Gotwald mentioned that Loosen was eligible <br />for this amount ($24,583.05) 6 weeks ago, but Carley waited until he asked for it. <br />Mr. Gotwald stated that the well has been operating for about a week and has been <br />tested; the people are very happy with the boost in water pressure. He noted <br />that the fluoride tanks have not been delivered yet, and we will have no chlorine <br />until the State requires it. Mr. Zelinka asked if the water had been tested for <br />hardness and was told Yes. Mr. Marier asked if they had certification after <br />analyzing the water and was told Yes, that such wells must be approved by the <br />State. Mr. Marier wanted to have the certification for the next meeting since <br />people are using the well. Mr. Gotwald said he would this week. <br />Mr. Gotwald stated that the well has been completed and paid off. Carley has made <br />the last measurements on the lateral systems. They have checked the lift station <br />and it is satisfactory. All pay items on the lateral contract are 100% complete. <br />They have one electrical test to pull, two or three lines to flush and check for <br />leaks and some dozer work to do. The strike is on but the foremen have been <br />working. Mary Rehbein has been very cooperative. <br />Mr. Gotwald stated that in a couple of days he will know what the assessments are <br />and what the total amount out of the bond issue will be; he will notify the Clerk <br />right away. He felt there should be a special meeting to discuss the assessments <br />and all other matters connected with accepting the systems. Mr. Marier asked <br />Mr. Gotwald if we could go by the letter he submitted previously on this; Mr. <br />Gotwald said Yes, it woudl be pretty close. Mr. Gotwald said the well and turbine <br />pump are done, and the sewer and water price will come at the price we talked <br />about before. There was some discussion on assessemnts and billings. It was <br />decided to wait for Mr. Gotwald's final report and then to seta special meeting <br />after that. <br />Mr. Marier wished tp pursue the bond issue and asked for clarification on the <br />meaning of 'temporary'. Mr. Jaworski stated that it was originally going to be <br />a 7 year bond issue, but on the advice from Springsted we went on a 3 -year basis <br />and would resell the bonds in the principal amount, as Jandric should be getting <br />far enough into the project to pay them off. There was more discussion. Mr. <br />Marier felt we shouldn't automatically assume we will have to refinance the whole <br />amount as some assessments should come in. <br />Mr. Jaworski moved, on Mr. Gotwald's recommendation, to pay Partial Payment #3 on <br />the Loosen contract in the amount of $24,583.05. Seconded by Mr. Cardinal. <br />Carried with Mr. Marier voting No. Clerk will write the check immediately. <br />
