10 -24 -72 <br />Mr. Nelson asked if his understanding that they were recommending the deletion of the <br />buffer zone was correct. <br />Mr. Zelinka replied, Yes, that was the recommendation form the P & Z board. <br />Mr. Nelson thenasked if there was any objections to having the buffer zone <br />maintanied by the developer. <br />Mr. Bohjanen replied that the P &Z Board's thoughts on this was that there would be <br />extensive cost for the upkeep and also for the Policing of the area. Traffic in that <br />area could create quite a problem for both the residents and our Police. <br />Mr. Nelson then suggested that this zone be left on the plat, planted in trees and <br />shrubs and let go back to nature. This would afford some privacy to homes on either <br />side of the buffer zone. <br />Mr. Gotwald said it was possible to leave this just as a green area and let it grow <br />up and return to its original state. It would depend on the type of soil in the <br />area. <br />Mr. Marier said that the P &Z Board was concerned that this would become a refuse <br />collecting area and the Village would have The problem of policing it. They had <br />thought of turning it over to the people of the area but would run into too many <br />legal problems as all the deeds would have to be changed. Also, the use of this <br />area by the public could create a traffic hazard to the residents of the area. The <br />Board also wondered if this green area would enhance the Park system for the entire <br />Village. <br />Mrs. Lombardi said that no one really wanted this buffer zone even though it sounded <br />better than having houses there. She felt that since originally there was a golf <br />course hole that would be maintained, that the variances should be refused and the <br />building continue as originally planned. <br />Mr. Borovansky said he was willing to wait 5 years for the developer to complete <br />the original plans in order to have the things that were expected when he bought <br />in the area. <br />Mr. Busch said the minutes show fully the compan's presentation. The Townhouses in <br />the area are non non - conforming due to a minimum square footage Ordinance passed by <br />the Village this last summer. It is not feasiable for the Company to adjust to meet <br />the code. The Company believes this is a proper proposal. They agree with Points <br />1, 4, and 5, and are willing to go along with points 2 and 3 although they do not <br />agree with the recommendations. If the desire of the Village Council is to leave <br />the buffer zone grow into a dense area, then this is what they will do. <br />Mr. Nelson asked about the people who had bought golf course lots. <br />Mr. Busch said this is a question between the buyer and the company and should not <br />be answered at a meeting such as this. The Company is willing to sit down with these <br />people and discuss their differences. Mr. Busch said that the Company had talked <br />with many people in the area and the majority of them do not feel as the people here <br />tonight do. With the platting of Lakes #3, the area would have a less dense <br />population. <br />Mrs. Lombardi felt that the views expressed here were the views of mots of the <br />residents. She would like to know if the water and sewer lines were put in to <br />conform to the original plans, why is now more feasible to re -plat? Who made a <br />mistake along the line? <br />
