I1 -19 -72 <br />He said there is a copy of the delivery order on each load that was ordered for the <br />project and that the charge of the system is much less than the amount that was delivered. <br />The difference being that part of the rock was used by the contractor to make his work <br />easier and therefore could not be charged to the system. He also explained that the bid <br />price of any project is only an estimate and that the measurements are taken from a map. <br />When the actual work is done the measurements can be off; either too little or too much, <br />therefore adjustments in the amount of footage is necessary. About one -half of the overage <br />is due to change orders from Chomonix for extra outlets that they wanted put in and were not <br />in the original estimate. The overage amounts to 5.1% of the original estimate which is <br />well within the normal limits. <br />There was a question as to the difference of using bed rock or pilings. <br />Mr. Gotwald said that the cost of pilings is about $160.00 to $170.00 per piling up to <br />22', after that the charge is approximately 5.70 per foot and some pilings go to 40' thus <br />getting very expensive. They are also needed every 8 foot or so. The reason for the bed <br />rock in this area wasn't so much that the soil was unsuitable but that a trench would not <br />stabalize, This rock must be leveled by Hand so that the grade is absolute. This section <br />of water and sewer mains are about 10 feet below water level. <br />Mr. Jaworski moved to accept the water and sewer systems in U. S. Lakes Addition #2 and to <br />make final payment to Mr. Marvin Rehbein in the amount of $40,608.88. Seconded by <br />Mr. Zelinka. Motion carried. <br />There was discussion on the manner of pumping and the equipment needed for such a project. <br />Mr. Rehbein suggested utilizing the lift station pump. Mr. Gotwald thought this could be <br />done. He will check on this and get a letter of recommendation into the Clerk as soon as <br />possible. Mr. Gotwald also stated that he is convinced that the Metro Sewer Board should <br />assume some part of the cost of hauling. -Mr. Locher agrees with him. Mr. Gotwald feels <br />that the sewer Board should pay the difference between the charges to the users and the cost <br />of hauling. He said the average charge to home owners for sewer service is about $80.00 <br />per year. <br />Mr. Zelinka moved to authorize Mr. Locher and Mr. Gotwald to contact the Metro Sewer Board <br />with this idea and to work out with them the details to get the best possible price for <br />the Village. Seconded by Mr. Cardinal. MOtion Carried. <br />The Clerk was insturcted to contact Mr. Carlson and inform him that as of November 10, 1972 <br />the bi llings for the haulings are to come to the Village. <br />Mr. Zelinka mvoed to have Mr. Locher draft an Ordinance for the operatmpm of the Water <br />and Sewer Systems and present it to the Council for study and adoption. This Ordinance <br />wi 11 include the rates for water and sewer usage. Seconded by Mr. Jaworski. Motion <br />carried. Mr. Jaworski asked about water meters. Mr. Gotwald reported this will be included <br />in the Ordinance. The charge is usually based on the cost. He will contact the Clerk with <br />details on water meters and possible sources of purchase them. He also recommended that the <br />Village not advertise for bids, since we will need so few to start with and the process <br />of advertising is so costly. In one community that Mr. Gotwald deals with, the cost of the <br />meters is about $56.00 and the charge to the home owner is $80.00 . This included install= <br />ation acid overhead. These would be remote read -out meters and the installation is just a <br />matter of removing a spacer at the home and installing the meter and gound wire. Mr. <br />Zelinka suggested that no matter where we purchase the meters, there must be a repair and <br />mai ntai nence location here in the area in order to avoid delays. <br />Mr. Cardinal moved to authorize the Clerk to visit other Villages and look at th eir systems <br />of billings and to report back to the Council on this. She is authorized to use up to <br />�0 h <br />ours for this purpose and is to keep tract of the hours and charge this time to that <br />
