CITY COUNCIL WORK SESSION December 8, 2014 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE : December 8, 2014 <br />5 TIME STARTED : 6:00 p.m. <br />6 TIME ENDED : 6:30 p.m. <br />7 MEMBERS PRESENT : Council Member Kusterman, <br />8 Rafferty, Roeser and Mayor Reinert <br />9 MEMBERS ABSENT : Stoesz <br />10 <br />11 <br />12 Staff members present: City Administrator Jeff Karlson; Public Safety Director John <br />13 Swenson; Community Development Director Michael Grochala; City Clerk Julie Bartell <br />14 <br />15 1. Anoka County Fire Protection Council Joint Powers Agreement (JPA) - Mayor <br />16 Reinert indicated that council members had received an email from Police Chief Swenson <br />17 further explaining this request. Chief Swenson reviewed the city's previous relationship <br />18 with the Council (through Centennial Fire District) and the benefits of entering into a <br />19 joint powers agreement with the Council at this time. While this Council has been in <br />20 place for some time, they can only be recognized as a legal entity by executing this JPA <br />21 with the participating jurisdictions. The goal is to have the JPA in place by the end of <br />22 2015. Several other cities have signed on to the agreement and he is aware of none that <br />23 have declined. <br />24 <br />25 The council discussed emergency dispatch services. Chief Swenson explained how 911 <br />26 calls are received in the region and specifically in Anoka County, and the process of <br />27 mutual aid. The chief said that joining this system means the city is included in the new <br />28 Public Safety Data System application. The records element is also an important benefit. <br />29 At the council's request, Chief Swenson further discussed the governance provisions <br />30 included in the JPA. It does require that budgets be set one year in advance so that <br />31 jurisdictions have the opportunity to withdraw. Being included through the JPA would <br />32 give the city a seat at the governing table and a voice in the group's direction. <br />33 <br />34 The council concurred that they would like additional time to review and discuss the JPA <br />35 authorization.
