154 <br />July 25, 1973 <br />Mr. Marier said that there would only minor changes in the zoning map and <br />should not have any effect on the sewer plans. <br />Mr. Carley said they had used the map as it was now drawn, and felt that <br />any changes made would not effect the overall plan. <br />Mr. Jaworski said that the original $7,000.00 hauling charges should not be <br />the responsibility of the Village. The interceptor was to be in when the <br />mains and laterals were in use in the Chomonix area. The Village had the <br />consent of the MSB and the PCA for the installation. <br />Mr. Zelinka felt that there was no way we could insist that this be reim- <br />bursed to the vi l l age. He had talked to several men who are or were connected <br />with the MSB and this was the information he got from them. <br />Mr. Marier thought that before we could pass this resolution, that we should <br />have an opportunity to look at the money allocation. <br />Mr. Carley said the main holdup was the freeze on Federal Funds. These <br />monies are funds that have been transferred from other projects in the form <br />of refunds. <br />Mr. Marier asked if the Lino Lakes-Centerville interceptor is in the budget? <br />Mr. Zelinka said, Yes. Mr. Marier asked if any one has seen it -is it <br />really in print? <br />There was discussion on the MSB plan #2 and the merits of a full gravity <br />flow system. The Council favored the full gravity flow because it eliminate <br />lift stations and is less costly to construct. <br />Mr. Zelinka said that as soon as we take necessary action, they will proceed <br />with their plans and let the bids for construction. <br />Mr. Marier asked if we could get an actual starting date. Mr. Zelinka <br />said the interceptor was scheduled to completed by the end of 1974. Mr, <br />Marier asked how much of the sewer service area #2's debt do we assume. <br />Mr. Carley said just the SAC. This debt is all under these charges assum- <br />ing they stay in effect. <br />Mr. Zelinka said we must start someplace. There are many areas that could <br />be discussed. Mr. Zelinka moved to accept the contract for $12.50 per <br />5000 gallon load, and become part of Sewer Service District #2 and to <br />authorize the Mayor and the Clerk to sign the contract with the MSB. <br />Mr. Marier said we need to know what we're getting into -what the total <br />bill for Lino Lakes will be -will the SAC cover this. <br />Mr. Jaworski said his understanding from information that Mr. Payne gave, <br />that the SAC covers the cost of construction of the interceptor and the <br />service area #2's debt- a,portion will go to each. <br />Mr. Marier thought the burden was on MSB to put his in writing and give <br />us a starting date for construction of the interceptor. <br />1 <br />1 <br />
