34 <br />6/17/71 <br />A special meeting of the Lino Lakes Village Council held on June 17, 1971, was called <br />to order at 8:25 p.m. by Mayor L'Allier with all members present. The meeting was <br />called to discuss the installation of a line by the Circle Pines Gas Company. <br />Mi. Jaworski moved to waive the requirements of written notice. Seconded by Mr. <br />Cardinal Motion carried. <br />It was stated that permission from the Council must be given before any new lines <br />can be installed, but that the Circle Pines Gas Company had contacted no one and <br />had installed the line. Mr. Locher has sent a letter asking them to stop work. <br />Mr. Wayne Dannheim of the Circle Pines Gas Company stated that they had received <br />the letter saying this was a violation of Section 2 of the Gas Franchise Ordinance <br />concerning the extension of service lines or systems. Ni, Dannheim said that <br />North Central told Moline that they could not provide gas service for them. The <br />line now serves only one building. He said they did not feel it was an extension <br />of service. <br />Mr. Joe Davis, who is a member of the Public Utilities, said he felt an extension <br />entailed a project and that to serve one customer is not an extension of a line, <br />Mr. Bohjanen stated that we have Ordinances 29 and 41 pertaining to this. <br />Mr. Jaworski asked if we have boundaries and companies don't service one area, <br />why couldn't another service it. He was told this is something that would have to <br />be discussed further. <br />Mr. Dannheim was asked if the work is complete. He said it was all in except for <br />the setting of meters. Mr. L'Allier said we have requested that the company go no <br />further. <br />Mr. Jaworski asked if the North Central boundary was the south side of Lilac <br />Avenue. He was told it was the north side. <br />Mr. Cardinal,asked whether we have to hear from Moline and North Central. Mr. <br />I'Allier said it would be best to get a legal opinion on it and clarification and <br />be done with it. <br />Mr. L'Allier asked whether they would comply with our request. Mr. Dannheim said <br />he felt there should be no problem. Mr. Dannheim and Mr. Davis both said they would <br />sit tight until this was clarified. <br />Mr. Bohjanen moved that a letter to the public utilities be sent to comply with <br />our requests with the letter sent on June 17th asking that they do not extend an9',; <br />service until we receive answers from Moline and North Central Service. Seconded <br />by Mi. L'Allier. Carried unanimously. <br />Mr. Cardinal moved to authorize the attorney to meet with Circle Pines for <br />clarification. Seconded by Mr. Bohjanen. Motion carried unanimously. <br />Mr, L'Allier moved that we write a letter to North Central Public Service and to <br />Circle Pines Utilities requesting an explanation on the installation and as to the <br />circumstances surrounding the prpposed and ultimate installation of gas lines to <br />Moline and ask them to submit briefly the circumstances around it. Also to send <br />a copy to the attorney and to Molin and request them to do the same before the <br />next regular meeting if at all possible. Seconded by Mr. Jaworski.
