8/9/71 <br />Mr. Gotwald reported we are ahead of schedule on 24th and 80th Streets. We've <br />improved one half mile of 7th Street. Some streets aren't finished as yet. <br />It was suggested that a letter be sent to Mrs. Wilhelmy advising her we will <br />be •_unable to upgrade that road. <br />Mr. Rosengren pointed out that Rolling Hills Dr. should and will be repaired. <br />There is a soft spot in one place under it. It will have to be graveled and . <br />oiled and that will improve it greatly. <br />Mr. Gotwald displayed a book which indicates some 100 roads started as far <br />back as 1863. It shows right -of -ways and historical documents. He suggested <br />the book be bound. In 1886 people petitioned for a road. There is a 66 foot <br />right -of -way on Holly. It is on record. We did try to get an additional <br />easement at one time. Mr. Cardinal moved to have this book bound and photo- <br />static copies made. Also to have someone lay out roads with boundaries, etc., <br />as indicated in this book, for a large village map. Seconded by Mr. Jaworski. <br />Carried unanimously. <br />There was further discussion as to just how much work should be done on roads <br />such as Holly. Should we vacate, update or barricade roads indicated in this <br />book. It was stated no further work will be done other than what has been <br />decided. It was stated that if the village were to do more work on them, an <br />insurance company should be called so we aren't liable. <br />Mr. Rosengren reported the village pond is shaping up. <br />Mr. Bohjanen reported there was much general discussion at their last meeting. <br />The gas issue was one. They took a look at the Metro Sewer Board's charges <br />for area. Plan A and C have since been thrown out, and Plan D is still <br />higher. Mr. L'Allier stated there are a lot of unanswered questions. He said <br />under Plan A alone it was $179,000. <br />Mr. Bohjanen stated the weeds haven't been cleaned from around the village <br />sign on Sunset. He'll see to this himself. <br />Mr. L'Allier reported there have been four applications for assistant constable. <br />He recommended the hiring of Gerald Edwin Johnson, who lives in northeast <br />Blaine, at $125 per month. We would purchase uniforms. All four applications <br />were passed among the Council members for their inspection. Mr. L'Allier <br />moved that Mr. Johnson be hired. Seconded by Mr. Jaworski. Carried unanimously. <br />Attorney Locher had no report. <br />Engineer, Mr. Gotwald, had no report. Mr. Rosengren indicated 24th Ave. is a <br />real problem. It is dusty and they'll try to get at it. <br />Mr. Roger Barnes from the audience, spoke up and indicated he is quite upset <br />with the village for giving him two tickets for littering at 6352 Hodgson Rd. <br />He had a small repair shop there and had to discard a lot of sheet metal, <br />furnaces, etc. He indicated he has furnaces out in front, etc., but he has <br />garbage pick up once a week, on Monday, and they take everything then. The <br />Chief of Police indicated that on April 6, 1971, he was given a warning ticket. <br />This gave him 9 days in which to clean up the premises. On April 22, 1971, <br />16 days later, it still was not taken care of. On June 15, 1971, in court, <br />the Judge gave him a fine and 10 days to clean up all the things. Another <br />picture taken, July 19, 1971, more than one month later, shows a clutter of <br />furnaces, etc. The Chief of Police maintains this is the same junk as shown <br />on the April 6th picture. <br />
