these 150 users, the total cost would be $335.21 each, which would be nearly <br />$28 per month. He suggested that an equitable approach would be to charge <br />actual connections for the treatment works cost and the charges for Sewer Ser- <br />vice Area No. 2. This would be a total of $19,320.86, which would amount to a <br />monthly charge of $10.73 if spread evenly. over 150 units. Since the remaining <br />$30,960.82 is attributable principally to reserve capacity, for which the Vil- <br />lage is responsible, Mr. Springsted suggested that this could be raised by a <br />general tax levy of 12.5 mills in which the presently benefitted area would <br />also share. <br />Mr. L'Allier asked what the reserve capacity in the interceptor was. Mr. Spring - <br />sted stated that the two items in the cost total $160,000 of the $180,000 charged. <br />He noted that Lino Lakes will have to pay this, even though the Jandric project <br />does not go through, assuming that the sewer interceptor is constructed, but it <br />has been deferred. He suggested that we treat this as an annual charge; that every <br />year we will have a comparative or higher charge because of the deferment. Mr. <br />Springsted stated also that many communities which asked did not get a deferment in <br />such large amounts. <br />Mr. Springsted felt we could only go to the tax levy for the $30,000 unless we <br />make service charges. This problem will be discussed at the budget meeting. <br />Mr. L'Allier noted that this cost allocation was under Plan A. Mr. Bohjanen <br />asked if they would go with the $50,000 assessment when so far only appropriations <br />have been made for engineering monies. Mr. Springsted stated that the inter- <br />ceptor cost is in the 1972 capital budget program. The line could be done this <br />year, but more likely in 1972. Mr. Gotwald stated that the engineering work for <br />the interceptor was budgeted in 1971, to be done during the winter season; the <br />first phase of the interceptor is in the Metro Sewer Board 1972 budget. Mr. Bohjanen <br />asked how long it would take to build this. Mr. Gotwald felt that the whole line <br />would not be completed in 1972; the engineering would be done during the winter <br />for spring letting of the bids. The first leg of the interceptor would be <br />constructed in the, summer of 1972. Mr. Gotwald felt that one year from now the first <br />section to Chomonix would be done;, in the spring of 1973 the second section would be put <br />into Centerville. The 1973 budget would be worked on about this time next year, <br />so it would be some time before the line is completed. <br />Mr. Gotwald stated that it was not yet clear when sewer would be extended to the <br />Treatment Center. He noted that the line as far as Birch St. and Hwy 49 would, <br />serve all the Village. Mr. Springsted noted that the Metro Sewer Board will <br />want reimbursement. Mr. L'Allier stated that we will receive bills starting <br />next January; so if no money has come in we will have to take the money out of <br />the available funds. <br />Mr. Gotwald explained his projection of 150 connections in 1972. There are an <br />estimated 60 available connections in the Baldwin Lake Trailer Court and Motel. <br />Actually, there are about 68 total connections, but with trailers moving in <br />and out, he is using a figure of 60. In the Jandric home area, they predict <br />a minimum of 15 homes being completed in 1971; 15 lots have been sold. The <br />Clerk stated that the Assessor had found that 11 homes have been started so far. <br />Mr. Gotwald stated that the Jandric projection for 1972 is for 50 family resi- <br />dences and 25 townhouses. <br />Mr. Gotwald noted that the estimate dos not include consideration of any homes <br />along Birch Street or along the rest of the way. He noted that the contractors, <br />will put in service connections for all homes along the interceptor, approxi- <br />mately 20 -24, but these homes do not have to hook up unless they want to. <br />Mr. Gotwald felt that next year we could decide on how to assess the charges. <br />Mr. L'Allier reminded him that we had talked about a hookup fee of $500 for each <br />
