112 <br />10/26/71 <br />Mr. Brand showed diagrams of the layouts, defining exits, etc. They requested <br />that hearings on the preliminary plat be set. Mr. Cardinal moved to set hear- <br />ings on the preliminary plat of Chomonix South before the P&Z at 9 :30 P.M. on <br />November 19th and before the Council at 9:30 p.m. on November 22nd. Seconded <br />by Mr. Rosengren. Carried unanimously. Mr. Waalen stated that they hoped to <br />start building a model unit by the First of December. <br />Peter Scherer stated that he was still waiting to see the brochure which was to <br />be :Tiede ly ;he Cotrtrau �i- ;; aru' Busixiess Derelopment Committee. Mr. Bohjanen <br />noted that he had just inquired about the Community Profile which was <br />turned over to the State. <br />r. Eugene Jerdee, ^Q^ "Test County Road J, stated that he had been told that <br />complainants on his repair business were going to be at this meeting. He had <br />come to request a special use permit to do small engine work on a part -time <br />basis and a permit for a small sign advertising same. No complainants were <br />in the audience. Mr. Jerdee stated that the building he had put up was mostly <br />for storage, but the rest would be for repair. The Clerk stated that the <br />callers had complained that they were afraid that Mr. Jerdee was planning to <br />return to snowmobile repair and were afraid of the noise. The 24 "x30" sign is <br />located about 20 feet off of County Road J. <br />Mr. Scherer mentioned that the County had set a 60mph speed limit on County <br />Road 14 at the I35E bridge area; he felt that this limit should be reduced <br />since the intersection is blind for County Road 84. Mr. L'Allier stated that <br />a letter would be sent to the County recommending that they reconsider the <br />60 mph signs, noting that there are some homes on one side. <br />Mir. Locher stated that Mr.. Jerdee would need a classification change either <br />through a special use, permit or rezoning, but he didn't feel we should rezone <br />to commercial in a residential area. After discussion, Mr. Cardinal moved to <br />set hearings on a special use permit for Eugene Jerdee before the P&Z at 8 :30 <br />p.m. on December 15th and before the Council at 8 :39 p.m. on December 27th. <br />Seconded' by Mr. Rosengren. Carried unanimously. Mr. Locher noted that he <br />would need a legal description;, also that a variance was necessary for putting <br />up a commercial sign in a residential area. <br />Mrs. Elsie Linnell requested a bingo permit for the Turkey Bingo to be held at <br />the Lino Lakes Elementary School on November 5th. Mr. Cardinal moved to grant <br />the bingo permit. Seconded by Mr. L'Allier. Carried unanimously. <br />Clyde Rehbein stepped forward to ask the Council's feeling on his putting up a <br />temporary metal storage building on the proposed Glenrae plat to store trucks <br />and equipment in. This would be located in the area next to the old school <br />grounds. Clyde didn't have any details yet, but suggested that this be grant- <br />ed on a yearly basis until the house construction is finished. Mr. Bohjanen <br />stated that he would like to have some kind of drawing of the plans; Mr. <br />Locher noted that he would need a variance. Mr. L'Allier asked Clyde to bring <br />in drawings at the next Council meeting. <br />Clyde asked about the effect of the new State Building code on our ordinances,, <br />particularly pertaining to plastic pipe in plumbing. Mr. Cardinal stated that <br />this matter had been tabled at the P&Z. Mr. Locher stated that additional in- <br />formation is forthcoming since a commission has been appointed to study the <br />code before it goes into effect next July. Mr. Locher stated that he could <br />check with the St. Paul City Attorney to see if St. Paul plans to test the, <br />Attorney General's Opinion on the plastic pipe. He felt that if St. Paul <br />
