174 <br />2/14/72 <br />Mr. Gotwald stated that Glenn had done right according to the ordinances, and <br />that the overal layout had been included with the preliminary plat approved by <br />the P&Z. Portions of Ordinance #22 were read. Mr. Marier felt Glenn should <br />submit plans bringing the sewer up to date; there was no continuity to the <br />plans and he had seen no plans. Glenn stated that he had submitted preliminary <br />plans and wanted authorization to go ahead with final plans. Mr. Gotwald stat- <br />ed that he should get the final plans done and then submit them to all. Mr. <br />Jaworski questioned what would be gained by sending the plans back to the P&Z. <br />Mr. Marier stated that the P&Z should know what his intent is; when he came to <br />the P&Z before he said he would like to do the sewer himself; the P&Z feels <br />left out of these matters. <br />Glenn stated that he would be out of town on the date of the next Council meet- <br />ing and asked to present his plans now and go to the P&Z on Wednesday. If the <br />P&Z wants changes he has to go with them; he would like to let bids and get <br />going. This met with approval. Mrs. Swanson asked if the minutes showed that <br />we okayed his plans; Mr. Gotwald stated yes, with the preliminary plat. <br />Glenn stated that he will work with Carley Engineering and pay for all plans. <br />He will let bids on the well. There would be no bonds or indebtedness for the <br />Village. He wants building permits on the inner streets, so he will put up the <br />bond for the streets. He will put the sewer on one side of Ware Road as he <br />wants no trouble with neighbors on this. He will turn over the system for $1. <br />Mr. Bohjanen asked if his plans would fit in with the Village plans. Mr. Got - <br />weld stated this is why he told Glenn to do it this way, so the system would <br />fit in. Mr. Locher noted that Glenn may want to size the system larger to <br />serve other users in the area. Glenn stated that he will put in a pump to <br />serve 200 homes; he has options on adjacent properties. <br />Mrs. Swanson asked Glenn why he picked on the Village Engineer; Glenn stated <br />that he had worked with him before and that it would be cheaper for him this <br />way than to pay one engineer to draft the plans and then have to reimburse the <br />Village for the time Carley spends in checking out the plans. Mrs. Swanson <br />thought that since Carley is hired by the Village and Glenn is private, this <br />wouldn't jive together - -it's just that he didn't want to pay two fees for the <br />engineer. Glenn agreed that he is trying to keep costs down. Mr. Gotwald <br />stated that an individual can hire anybody. It would be different if Carley <br />were the full time Village Engineers; however, they would still have to okay <br />all of his plans. It is in the ordinances that if they approve the plan the <br />Village gets 10% of the construction costs, and the developer is stuck for <br />the engineering costs. Mrs. Swanson felt the big question is whose welfare is <br />the Engineer looking at. Mr. Gotwald stated that was why they were going by <br />the ordinances; also, they certainly would much rather do the Village's whole <br />system than one for 40 acres. <br />Glenn stated the he had brought plans for street lights and wondered if the <br />Council would wish to put them in before the streets were done. Mr. Bohjanen <br />felt this should go before the P&Z. Crystal Ahiman stated that when she talk- <br />ed on a trailer court she was told it would be conflicting interest if Carley <br />did the sewer plans; she didn't feel it was right for Glenn to use our Engineer, <br />Mr. Marier asked Glenn if he would own the water system; Glenn stated no, that <br />he would turn it over for $1. Mr. Marier asked how he would handle the sewer <br />laterals; Glenn said just like the other contractors, he would turn them over. <br />Mr. Marier asked if he would let bids on the sewer; Glenn said no, he will do <br />them himselt, the same as he did in White Bear. Mr. Marier asked if he had <br />any estimated cost on this and asked him to bring this to the P&Z. <br />Mr. Locher stated that we require a surety bond for the roads; Glenn wouldn't <br />
