138 <br />September 13, 1976 <br />North to 80th Street and there had been some discussion of Hugo doing the maint- <br />enance on that section of the street. The Clerk was instructed to write to the <br />Road Supervisor of Hugo, thanking him for the work done and asking their plans <br />as to the maintenance of that portion of the Street. <br />Mr. Karth said that in July the Personnel Commission had recommended a 5% salary <br />increase for Mr. Volk and the matter had been dropped. He moved to grant the 5% <br />salary increase for Mr. Volk effective July I, 1976. <br />Mr. Schneider asked about the salary ranges that were to be established by the <br />Personnel Commission and the evaluation forms taht are to be filled out. Mr. Karth <br />said the recommednation had come from the Personnel Commission and had been meant <br />to put Mr. Volk in the salary range he would have been if he had been granted raises <br />on the same basis as other employees. <br />The motion carried with Mr. Schneider voting , No. Mr. Schneider said he had no <br />qualms on the raise - just felt something should have been prepared. He would <br />like to see a better procedure for granting salary increases. <br />Mr. Schneider reported on a short meeting at the MMTC held on September 4, 1976. <br />Preliminary plans for the meduim security had been looked over. The Institution <br />is still in the process of organizing and the plans are very preliminary. <br />The Park Board met on August 30, 1976 basically for budget considerations. The <br />status of Outlot 1 in LaMotte's second Addition was discussed. There are three <br />choices 1) can be leased but then must be returned to the tax rolls and the City <br />will be liable for real estate tazes; 2) can be sold at the best possible price; <br />3) if a parking problem will be created and this can be documented by the Police <br />Department, then the street could be marked as a "No Parking" zone thus limiting <br />the number of persons using the access. <br />Mr. Gotwald felt the original intent of the lot was for drainage and the St. Paul <br />Water Department owns the rear of the lot. <br />Mr. Schneider felt then the first place to start would be with the St. Paul Water <br />Department to find their rules and regulations as to the use of tha *'and. <br />Mr. Schneider had received a request from Mr. Resch for the use of the outside <br />lights for one hour per night for three nights per weekfor one month. This is <br />for football practice. Mr. Schneider moved to approve this request. Seconded <br />by Mr. Karth. Motion carried unanimously. <br />Mr. Ringaman had asked about a dog pound on Sunset Avenue. The Clerk explained <br />it was not a request for dog pound but a dog kennel. The gentleman has an option <br />to purchase some 68 acres of land and he raises show dogs. His purchase of the land <br />hinges on his receiving permission for a kennel at that location. The forms had <br />been mailed to the man and he has not pursued the matter at this date. <br />Mr. Schneider asked about the $50,000 CD on deposit at the Drovers State Bank and <br />the status of that CD. Mr. Locher said he has not been able to contact Mr. Kron- <br />holm but will have a report at the next Council meeting. <br />Mrs. Liljedahl had met with Mr. Volk and they have drawn up some guide lines for <br />the use and maintenance of the hockey rinks. She also requested the use of the <br />Planner for scaling out the Hall property for improvements. <br />
