1 <br />1 <br />Wit. <br />October 26, 1976 <br />A special meeting of the Lino Lakes City Council was called to order at 8:00 P.M. <br />on October 26, 1976 by Mayor Bohjanen. Council members present: Karth, Schneider, <br />Zelinka. Absent: McLean. Mr. Locher, Mr. Gotwald and Mr. Springsted were also <br />p resent. <br />This meeting had been called for the consideration of the utilities in the Lexing- <br />ton Park Lakeview area. <br />Mr. Gotwald had redesigned the sewer system per instruction from the Council at <br />the last meeting. At this meeting the sewer system was designed to go down the <br />rear lot line. This would enable each line to serve two lots. This is a unique <br />situaltion, but a most feasible one. Mr. Gotwald felt the cost of hooking up to the <br />rear would not be more costly than putting the sewers in the front. The water lines <br />would have to pe put in the street but since the streets would not necessaraly be <br />destroyed by this operation, the restoration of the streets would be less costly. <br />This plan would result in approximately a cost figure of $5,500.00 per 125' lot. <br />If and when a public hearing is set, both proposals will be presented to the res- <br />idents. <br />Mr. Springsted felt this project is entirely feasible. <br />Mr. Gotwald said there would be some easement to be obtained for the installation <br />of the sewer lines but this method would give the residents a chance to sell the <br />back portion of the lots if they so desired. These figures and plans are enough to <br />hold a public hearing on. <br />Mr. Schneider asked what the actual costs to date are and Mr. Gotwald said approx- <br />imately $3,500.00. <br />Mayor Bohjanen asked Mr. Gotwald if he felt it was feasible to talk to Blaine and <br />Lexington on a joint project? Mr. Gotwald said, Yes, except if a grant is to be <br />applied for this project, it could be the City could be held back by the other comm- <br />unities since this project is ready to go and the other communities might not be. <br />Mr. Springsted reminded the Council, even though it be a joint project, each commun- <br />ity would have arrange for their own financing. <br />Mr. Schneider asked if just the sewer would go down the back and Mr. Gotwald said, <br />Yes, due to the depth of the lots, it would not be feasible to put the water that <br />far from the street. This would present a problem for fire coverage. <br />Mr. Karth was concerned about the interest on the principal that would have to be <br />picked up by the City in the beginning. <br />Mr. Springsted explained the methods of assessing - equal payments plus interest or <br />amortize with decreasing interest and increasing principal payments. <br />Mr. Gotwald was asked about the water supply. Mr. Gotwald said the proposal included <br />twowells and two pump houses. <br />Mr. Karth moved to set a public hearing on the Lexington Park Lakeview utility prop- <br />osal for November 16, 1976 at 8:00 P.M. Seconded by Mr. Zelinka. Motion carried <br />unanimously. <br />
