December 27, 1976 <br />J5 <br />three months. As it is now written, the company can raise the rates at the end of <br />the first month and can also require the building to be returned. The City must <br />also give thirty day notice of cancellation of the contract. Mr. Locher suggested <br />writing and asking for a contract for the three months periond. <br />Mr. Locher reported that he, Mr. Kelling and the County Assessor had met with Mr. <br />Kronholm and his attorney on the Country Lakes problems. It was felt that some of <br />the lots are valued too high and by the same token,some are valued too low. Mr. <br />Gotwald had prepared a map showing the location of the utilities. Mr. Kronholm <br />will be applying for an abatement on some of the lots for several years back. Mr. <br />Karth asked what this would mean as far as the City is concerned and was told, <br />Nothing, these lots all have deiiquent taxes at this time. Mr. Locher will keep the <br />Council informed on the progress. <br />Mr. Locher also had been contacted by Mr. Welsch who owns land in Nordin Manor, north <br />of Orange Street and wants to build on his land. There is no street and no access <br />street, but Mr. Welsch feels, since this plat was accepted by the Centerville, <br />Township Board, he should be allowed to construct under the rules that existed at <br />that time. He also suggested putting in the street out to Highway #8, but it was <br />felt that a home is built too near the easement. Mr. Locher will check the aerials <br />on this matter. <br />Mr. Locher reported on the horse that had been impounded on November 18, 1976. This <br />horse apparently belongs to Mr. Wilson and he claims the horse had been stolen and <br />he refuses to pay the charges. Mr. Locher said the City does not have an Ordinance <br />covering this and the State laws are outdated. The horse is only worth approximately <br />$40.00, Mr. Locher recommended returning the horse. He felt to prosecute would cost <br />more than it is worth and he is not sure just which law he could cite. <br />Mr. Karth moved to return the horse to Mr. Wilson. Chief Myhre felt that any other <br />horse owner could then do the dame as Mr. Wilson. Mr. Locher said the City should <br />write an Ordinance to cover these types of animals immediately. Mr. Schneider <br />seconded the motion. Motion carried unanimously. <br />Mr. Locher said he had not had any contact from the Mediator in the Police Contract <br />matter. He has tried to contact the Union Representative but had been unsucessful. <br />The Clerk reminded the Council of the application for membership from the League of <br />Minnesota Cities. The cost for the first eight months of 1977 is $302.50. Mr. <br />Schneider moved to join the League. Seconded by Mr. Karth. Motion carried <br />unanimously. <br />The Clerk asked the Council how the Debt #2 CD that will mature on December 31, <br />1976 is to be handled. Mr. Schneider asked for permission to follow this through. <br />Mr. Karth so moved. Seconded by Mayor Bohjanen. Motion carried unanimously. <br />Mr. Schneider moved to purchase the copy machine now being leased. Seconded by Mr. <br />Karth. Motion carried unanimously. <br />Mr. Schneider moved to approve requisitions #722, 723,& 724. Seconded by Mr. <br />Karth. Motion carried unanimously. <br />Mr. Karth moved to approve Checks #7514 through and including #7574, withholding <br />#7515. Seconded by Mr. Schneider. Motion carried unanimously. <br />Mr. Schneider said the bills received from this meeting to year's end will need <br />to be paid and approved. The Clerk said she can make a list and phone the Council <br />members for approval. <br />Mr. Schneider moved to adjourn at 10:30 P.M. Seconded by Mr. Karth. Aye. <br />
