Therefore, as traffic increases, the need for maintenance increases. As a <br />result of our inspection and study, we made the following suggestions: <br />1. The Village should consider a program that would phase <br />out all gravel surfaced roads. <br />2. This program should be a gradual phase out program. <br />3. The program should be spread out over a 5 year period. <br />The improvement of 3.5 miles of road a year would elimin- <br />ate the gravel road system in 5 years. <br />4. The program should be set up on a yearly basis. In other <br />words, the program should be reviewed each year and sug- <br />gestions for the next construction season made in time <br />for the yearly budget meeting. <br />5. The selection of the 3.5 miles of road to improve each <br />year should be based on 2 considerations. Number one <br />should be traffic flow; number two should take into <br />consideration the possibility of eliminating the nec- <br />essity of the road grader traveling 2 or 3 miles to <br />maintain a 1/4 mile of gravel road. For a typical <br />example: if Baldwin Lake Road, Linda, Laurene and 62nd <br />Avenue were improved, it would eliminate the routine main- <br />tenance by road grader in area that is 3 miles by 2 1/2 miles. <br />STREET IMPROVEMENT PROGRAM & COSTS, 1970 <br />This program is necessarily approximate and is given to the Village Council <br />for the purpose of furnishing information that will be helpful in the review <br />of the 1970 Roads and Bridges Budget: <br />1. Fourth Street Main to Pine Length = 1 mile <br />Recommendation: 2" road mix surface over existing stabilized base <br />Cost estimate: <br />BA -1 gravel 1,200 tons @ 2.00 $ 2,400.00 <br />Bit. mat. for mix 12,000 gals. 0.17 2,040.00 <br />Road Grader Time 300.00 <br />Roller and Mixer 300.00 <br />Labor 150.00 <br />$ 50190.00 <br />2. Baldwin Lake Road Length = 2200 feet <br />Recommendation: Dust treatment and seal coat <br />Materials: Bituminous road oil and road binder <br />Cost: Approx. 0.45 per lin. ft. <br />3. Linda & Laurene Ave. Length = 1' ft . <br />Recommendation: Dust Treatment and seal cost <br />Materials: Bituminous road oil and road binder <br />Cost: Approx. 0.45 per lin. ft. <br />$990.00 <br />$810.00 <br />
