11 <br />The proposed amendment to Ordinance No. 32 concerning junk cars was read and discussed <br />(this had been mailed to all earlier). Mr. Bohjanen felt that a serviceman should. <br />be allowed to place a car on blocks until his return. After considerable dis- <br />cussion, Mr. Locher commenced composing another section on exceptions to the <br />ordinance. <br />Mr. Rosengren commented on the inventory stating that some items were priced wrong; <br />he felt that this should be placed on the agenda for next time and all should have <br />corrections ready then. The police and the civil defense should be asked to check <br />their inventories also. <br />Mr. Al Ross asked Mr. Locher if there were any way of checking with NSP on rate <br />differentials between the core cities and our area. He felt that if such a differ- <br />ential existed that we should institute action to fight high rates like St. Paul <br />does. Mr. Locher replied that he could check. <br />Mr. Locher read the new section to the proposed Ordinance 32 amendment as follows: <br />Upon prior application to the Village Council, and the Council being convinced that <br />a valid reason therefor exists, a special permit may be issued by the Village Clerk — <br />Treasurer for the storage of a vehicle or vehicles with the Village, which vehicle <br />or vehicles may not have current Minnesota registration thereon. Such special permit <br />must be reviewed annually, state the reason therefor, be non — transferable, and the <br />applicant shall pay an annual fee to the Village therefor of $5.00 per vehicle. <br />Mr. Bohjanen moved to adopt Ordinance 32A amending Ordinance 32 as proposed. Seconded <br />by Mr. Jaworski. Carried unanimously. <br />Mr. Jaworski stated that he had attended a meeting with the Mayor of Coon Rapids and <br />representatives of all municipalities served by North Central Public Service Co. as <br />well as the County to discuss rates. The company has stated that they would raise <br />Heir rates since they are not making money. Coon Rapids had asked for an audit of <br />the company which showed that they are making a 15% profit rather than the 5.8 %' <br />profit they had claimed. The representatives had felt that it was not feasible for <br />one community to fight the increase, but they would try to form an association like <br />had been done to govern Minnegasco's rates, and which is paid by Minnegasco to keep <br />from having court fights. Mr. Jaworski stated that they would meet again on April 22 <br />on this. Mr. L'Allier mentioned that Bob Voss, Mayor of Coon Rapids, at the last <br />meeting of the Anoka County Association, had proposed a regional regulation district <br />for this purpose. <br />Mr. Scherer asked Mr. Bohjanen when the brochure would be done since he felt that it <br />had already cost us $2,000, e.g., Mr. Bohjanen's salary for the past 40 months. Mr. <br />Bohjanen replied that the Planner had advised waiting until the airport decision is <br />made. <br />Mr. Cardinal moved to pay the bills as audited. Seconded by Mr. Rosengren. Carried <br />unanimously. <br />Mr. Cardinal moved to adjourn at 9:52 p.m. Seconded,by Mr. Rosengren. Aye. <br />
