3/22/71 <br />291 <br />Someone asked how much of the proposal is marginal land. Mr. Locher noted that the <br />Engineer acting with the Planner had stated roughly that of the 6700 acres considered <br />orignially, much of this was high and developable; the revised plan contained some <br />440 -4500 acres with approximately 2400 acres of this in lakes. <br />Barbara Johnson stated that those who signed the petition would like to see the land <br />stay as it is. They are opposing the Metro Park power and do not support Metro views. <br />The 605 signatures represent colse'to 2/3 of the voting people of Lino Lakes. Mr. <br />L'Allier noted that the Council went on record opposing any legislation giving power <br />to the Metro Park Board and went on record opposing giving them additional taxing <br />power. There was further discussion. <br />Mr. Jaworski mentioned that the Council had been accused of not doing the cr home work <br />on the park proposal, but now they had the Metro representative coming. Barbara <br />Johnson noted that she and her husband had °invited the representative when Mr. 'L'Allier <br />stated that our Park Board had invited him. Mr. L'Allier felt that this was a way <br />to inform the people and the officials too. Mr. Jaworski felt that he would like to <br />hear more information about this. <br />The Councilmen were asked to individually state their position on the plan. Mr. <br />Jaworski stated that he disagreed with the size of the park, but hadn't made up his <br />mind on the proposal. <br />Mr. Bohjanen stated that he disagreed with the Metro Park and village proposals for <br />the park. Mr. L'Allier interjected that the Village has no proposed park plan. Mr. <br />Bohjanen mated that the Planner had a plan, but Mr. L'Allier stated that this was not <br />an official Village Pien. <br />Mr. Cardinal stated that he objected to the size of the park as it is. He was asked <br />if he were willing to negotiate with the Metro Park Board on different concepts. He <br />noted that the Village has not proposed an alternative yet; the Planner and the <br />Enigneer were told to list the lands not developable. Don Marier stated that at the <br />last meeting the Lino Lakes Board had stated that we have 2 alternatives along with <br />the Anoka County plan as alternate plans. Mr. L'Allier stated again that these were <br />not officially adopted. Mr. Marier again asked Mr. Cardinal if he were prepared to <br />negotiate with the Metro people. Someone asked about a booklet on long and short <br />term plans for the Village to propose or accept. Mr. Cardinal stated that he would <br />keep an open mind. <br />Mr. Rosengren stated that after 2 meetings all he had heard were generalities, but no <br />strict details. He doesn't feel that the plan is all bad nor all good. He thought <br />it might eliminate some problems like providing sewer in small developments. Some- <br />one asked giving the Metro taxation but requesting revenue sharing. Mr. L'Allier <br />noted that htere were no provisions for revenue sharing; there is a bill which will <br />probably be revised on compensation. Lino Lakes has said we would not accept a <br />park plan without adequate compensation. <br />Crystal Ahlman asked how long the Planner had worked for the Village and how much he <br />was paid per year. Mr. L'Allier answered that -the Planner has worked for 2 -2 1/2 years <br />and is paid `t20 per hour. Crystal asked if it were true that the Planner is a member <br />of the Metro Park Board. Mr. L'Allier stated that Mr. Van Housen is a member of the <br />Metro Section of the M.rnesota League of Municipalities; there is no' relationship <br />between them and the Metro Council. Crystal felt that the Planner acted like this <br />was his own baby, and that he had not been able to come up with a zoning code. Mr. <br />Locher stated that a comprehensive zoning map is in the process of being drawn up, <br />but is being held up because of determining which areas should be zoned for special <br />purposes; this can't be done until we see what happens to the park plan.
