Beecher 121.02 <br />The following is the report issued by the committee formed to study the <br />Youth Center. (Full report on file in Clerk's office) <br />FINDINGS AND CONCLUSIONS: <br />1. The hard core delinquents should be removed, because the facility and security <br />is not designed for the hard core delinquent nor is the program adequate to han- <br />dle them. See Security Report. <br />2. There is a high rate of escapes making it almost impossible to provide <br />ad4late police protection. See Security Report. <br />3. The security personnel and additional necessary help should be adequately <br />trained to handle the type of personnel present at the institution. The <br />salary of a corrections officer is the principal concern in that this is one <br />of the key personnel in dealing with delinquents and yet a low starting <br />salary prohibits the hiring of even minimum qualified personnel. See Report <br />Listing of Jobs and Salary. <br />4. The physical plant and facilities are inadequate in many respects. Look <br />to the Security Report, Recreation Report. See Report - Training Program for <br />Counselors. <br />5. In some cases responsibilities assigned to personnel in the professional <br />and semi - professional are beyond the skill and capabilities of the people hired <br />to do the job, and tie salary level is inadequate to attract the personnel <br />able to meet the qualifications that have been set up in the job descriptions. <br />See Report - Training Program for Counselors. <br />6. There has been a lack of in- service training. There has been a lack of money <br />to provide adequate in- service training. See Reports - Listing of Jobs and In <br />Service Training Program for Counselors. <br />7. The efforts tounderstand or work with the community have been inadequate. <br />See security report. <br />8. There has been no effort made to restrict the population of the institution <br />to keep it within the designed capacity. Need for maximum capacity as was done <br />in 1967 legislature, which limited the number in the Red Wing School. Present <br />practices would indicate that they have not restricted the population to tpe <br />type of offender which was anticipated when the Center was designed and constructed; <br />as a result of which there are hard core youthful delinquents in the institution <br />for which tere is neither security nor facilities nor program; with all the <br />resultant problems inherent in that type of arrangement the hard core should be <br />removed from the institution. <br />9. An Institutional Administrator should be an administrator and not have a <br />dual role as administrator and respo nsibility for treatment policies. <br />
