Rondo Roads, the same as any other village road, as per the <br />engineer's instructions. carried. <br />Mr. Backlin reported 14 holes in various locations had been dug through <br />the frost line to benefit drainage, and that culverts installed last fall <br />in the Lakeview area have been very satisfactory. <br />Mr. Speiser asked the attorney for an opinion on the legality of the "49" <br />Club selling set-ups on Sunday. Mr. Locher said a State Law passed in 1961 <br />forbids this practice, but felt interpretation of the law was broad and <br />opinions varied from the Liquor Commission. Officer Raymond reported the <br />"49" Club claims the set-up serving was granted by the Commission. <br />Ross motioned, seconded by Backlin to secure an opinion from the attorney <br />General through the Anoka County Attorney's office as to whether or not <br />an establishment may sell set-ups and allow consumption, but not sale of <br />intoxicating liquors on their premises on Sundays. Carried. Mr. Domning <br />stated no more sales until the matter is clarified. <br />Ross questioned the present practice of accepting two 3- payments for the <br />liquor licenses in the village, as collecting on delinquent payments <br />offers a serious problem. Locher read Section 4, Subdivision 1 of our <br />Liquor Ordinance #31, which states in part "an application for a license <br />shall be accompanied by a treasurer's receipt in full payment." Ross <br />motioned to rescind Council's previous action of June 23, 1964, which <br />allows partial payments, by operating according to Ordinance #31, second <br />by Speiser, carried. <br />Officer Raymond was asked to check on the dance license for the Apple Inn. <br />In a discussion pertaining to a bouncer being present at public dances <br />in the Village, the attorney read from Ordinance #12, which states only <br />dances charging admission would be subject to police or deputized subor- <br />dinate in attendance. Ross motioned, seconded by Backlin to change <br />Ordinace #12 and for the lawyer to draw up an amendment. Carried. <br />Ross requested Council's permission to buy aerial maps, which would aid <br />the village assessor. Cost of the map's would be $28.00 a set. Permission <br />granted. <br />Ross also questioned what control the village would have over industrial <br />parks. Whether or not the village could restrict to industry only, with <br />no rezoning. Mr. Locher would check into this. Ross reported he had been <br />investigating costs of an insurance package for the village. Speiser <br />suggested we try for a village insurance man. <br />Ross motioned the deputy clerk purchase a file cabinet with lock, second <br />by Backlin. Carried. <br />Ross also requested use of the Village Hall on March 1, from 8:00 to 9:00 <br />p.m. for the D.F.L. caucus. All in favor, carried. <br />Mr. Domning reported on the special gas meeting with the Circle Pines <br />Utilities held on February 8th. A resolution drawn up from the meeting <br />met with objections and corrections from the future gas users in attend- <br />ance. A letter from the Citizens committee was presented and read, stating <br />their wishes in the matter. A new resolution was composed, which read as <br />follows, (in essence: "a feasibility study in 30 days, the purchaser's <br />contract amended to read an intention of use until construction is com- <br />pleted and construction completed by heating season of 1966; also instal- <br />lation of a continuous one source gas line." Motion by Domning, second by <br />Speiser, the new resolution on gas be accepted. Carried. <br />
