162 <br />The Treasurer reported a total fund balance of $10,614.89. <br />Mr. Backlin reported a situation of debris and rodents located at a vacant <br />house, 6981 Sunrise Avenue. Holders of the property, Windom Realty, <br />Minneapolis, had been requested to cleanup but have not responded. Motion <br />by Backlin, second by Ross to have Mr. Locher advise Windom Realty of <br />Nuisance Ordinance #32. Motion carried. <br />In a discussion of the village cutting noxious weeds on unmowed property, <br />the deputy clerk was instructed to publish two weekly notices of intent <br />with actual cutting commencing in mid-July. <br />Mr. Backlin reported the culvert for Mr. Flannigan's driveway was in and <br />64th Street is graded on the east side of the freeway. A decision was made <br />to use Class 4 gravel on this section of road. <br />An attorney for Mrs. Ruth Cegla, coowner of Eddy's Liquor Store, stated <br />due to Mr. Cegla's illness, the license application is in her name only, <br />and asked if this was acceptable to the Council. Mr. Locher advised this <br />was agreeable, and no problem exists in joint tenancy. <br />Minutes of the Planning and Zoning Committee meeting for June were read. <br />A discussion was held in regards to sand blowing from #101 Lane N.E. in <br />Blaine. Mr. Heckenlaible stated this road was on school property and <br />had been gravelled but the problem still exists. Motion by Ross, second <br />by L'Allier that letters be written to the District 12 school board and <br />the Blaine Council requesting the road be properly blacktopped. Carried. <br />Mr. Ross and Mayor Domning spoke in favor of a properly operated land <br />fill dump in the Village. The matter will be studied. <br />Mr. Ross stated he had received no hunting requests for Highways 49 and <br />8 and asked signs be posted to this effect. Mr. Backlin advised the <br />East side of Highway 8 should have shotgun only signs. Motion by Ross, <br />second by Backlin these signs be posted. Carried. <br />Motion by Ross, second by Backlin 6 each of "no hunting" and "shotgun only" <br />signs, plus 4 "10 mile speed limit" signs be purchased. Carried. <br />Mr. Ross reported the County Assessor's Office commended the Village <br />Assessor, Mrs. Richard Sarner, for a thorough job with hr books. <br />Mr. L'Allier stated the backstops had been installed in Sunrise Park. <br />Motion by L'Allier, second by Domning, to grant the Skyline Baseball League <br />use of Sunrise Park and a 3.2 beer license for August 6th and 7th. Carried. <br />L'Allier read a letter from Richard Anderson of Little League, thanking <br />the Council for their cooperation and the equipment installed in Sunrise <br />Park for the league's use. <br />Motion by L'Allier, second by Backlin to order and install a backstop w/ <br />wings in Lino Lakes Park. Carried. <br />Motion by L'Allier, second by Ross to install a telephone in Sunrise <br />Park Building. Carried. Mr. L'Allier again stressed a need for more <br />park area. <br />1 <br />
