216 <br />Mr. Cardinal complained that some members of the P&Z Board were not showing up for <br />as long as three consequtive meetings, and he further stated if they do not show up <br />at the next meeting he would replace them. <br />A letter was read from Milner W. Carley regarding future sewers in the Village and <br />same will be discussed at the May 15th special meeting. <br />Mr. Locher stated that some Villages have an ordinance for plotting that 10% of <br />the value of the land is placed in a park fund for parks in that area. <br />Mr. Locher discussed the nuisance ordinance and defined all conditions. <br />Mr. Locher discussed the gas taxes paid to both State and Federal and requested that <br />we go after the Federal tax paid for the last three years. <br />Mr. Locher stated the plu3nbing and heating code would be available after June 1st. <br />Mr. Blaylock reported on the Circle Pines Utility Commission and questioned an amount <br />in excess of $1,500 charged to Lino Lakes, which was legal fees to fight the gas <br />issue. Mr. Blaylock requested an Attorney General's ruling. Motion made by Mr. <br />Bohjanen that Mr. Locher secure such a ruling. Seconded by Mr. L'Allier. Motion <br />passed unanimously. Mr. Bohjanen stated that a feasibility study was made and the <br />cost was charged against Lino Lakes in excess of $2400, and he stated that he never <br />saw the study. Mr. Ross asked Mr. Blaylock to take up with the commission. <br />Mr. Bohjanen informed the Council that the fire contract with Lexington had not been <br />signed as yet. <br />Mr. Ross reported the Police traveled 1357 miles in April and Mr. West and Mr. <br />Raymond had 102 1/4 hrs. and Mr. Myhre had 55 1/4 hours. <br />Mr. Herb Johnson complained about the trees near the church on Sunrise Avenue. Mr. <br />Rosengren said he would take care of this. <br />Mr. Dick Olson asked for an extension of the permit for his trailer on Hwy. 8. Mr. <br />Olson complained about a dump on some property owned by Mr. Russ Obernolte on Hwy 8 <br />next to his property. Mr. Locher was instructed to write a letter. <br />Mr. George Harrison of the Youth Center invited the Council to tour the Center. <br />Mr. George Verley of Union. Gospel Mission said he would have the wrecked autos <br />removed from their land by the end of the week. <br />Mr. Pete Scherer spoke about dumping and asked that the ordinance be made stricter <br />if possible; also about road conditions in the Village. <br />Mrs. Bohjanen stated she felt that if good gravel roads were put in by a developer <br />at the time he developed land and we assessed the property owners at a later time <br />for blacktop street this should be sufficient. Mayor Ross stated he felt the <br />contractor should be made to put in the completed streets and not tie up our <br />bonding powers. <br />Mr. Ron Jaworski spoke on ditches not draining on 4th Avenue. <br />Mr. Scherer stated that a road sign was laying on the ground on 64th Street. <br />Mr. Bohjanen asked that ge Village secure a time clock for its employees. <br />Mr. L'Allier made a motion that the Clerk inform all departments that employees of <br />the Village of Lino Lakes be instructed to include starting times, quitting times, <br />
