1 <br />1 <br />1 <br />COUNCIL MEETING FEBRUARY 22, 1993 <br />County Action Program. However, this program may also be in <br />trouble because the federal money will be committed to <br />weatherization programs only. <br />Mayor Reinert noted that the governor talked about shared <br />services and explained that he agreed with this philosphy. <br />However, he hoped that the legislature would not pass laws <br />mandating municipalities programs that are not in their best <br />interest with no dollars to fund the programs. Mayor Reinert <br />asked that municipalities be allowed to combine services with <br />other communities in a manner that best serves each community. <br />He noted that sometimes the legislature mandates programs that do <br />not fit all communities. Mayor Reinert also noted that the State <br />could study some of the communites in terms of shared services <br />and save tax dollars. <br />Representative Swenson noted the governor's commision to re- <br />organize government on the metropolitan and state levels. He <br />explained that substantial changes are under discussion. <br />Hearings will probably be started this year and there should be <br />some action next year. <br />Representative Swenson noted two bills of interest currently <br />passing through the legislature. The first is the Orfield- <br />Mondale Bill which would redirect resources from the suburbs to <br />the central cities. He asked for City Council comments regarding <br />how this would affect Lino Lakes. The second bill is in <br />reference to the Mille Lacs Lake treaty. Representative Swenson <br />brought packets from the DNR and will leave some for public <br />inspection. <br />Mayor Reinert thank Representative Swenson for attending this <br />evening. <br />Martha Slater, 7151 Patti Drive - Mrs. Slater explain that she <br />has a defective drainfield at her residence because it was <br />installed in the watertable. She noted the measures that she has <br />taken to try to get assistance in rectifying the septic problem <br />and noted that the City does not seem to want to do anything <br />about the problem. Mrs. Slater referred to the original soil <br />boring taken before the home was constructed and explained that <br />the soil tests indicated that a mound system should have been <br />constructed rather than the drainfield. She asked why the City <br />allowed the imporoper system to be installed. <br />Mayor Reinert explained that the City Council will ask that staff <br />pull all the records on this matter and prepare a recommendation. <br />Mr. Schneider explained that Mrs. Slater has worked very hard to <br />PAGE 3 <br />
