Then
we could use these City funds to make improvements. The Mayor
suggested we go ahead and improve the end Mr. Schneider has
recommended and see what happens.
Solid Waste Ordinance
Fran Kirk and Don Volk reviewed the proposed Solid Waste Ordinance.
They advised the Council that the proposal is for 5 haulers to be
licensed at this time and eventually reducing to 4. The Mayor
expressed concern as this does not limit the number of haulers on
any one street - He asked if we could get them to group their
customers to the number of trucks on the streets are reduced in the
various areas. Fran indicated that organized collection could be
worked on at a later date if necessary. Linda Elliot stated that
the ordinance was a good step in the process of obtaining control.
Don Volk explained that a survey had been sent to the residents of
the City and they did not want to see the service change at this
time. Some recommended changes to the Ordinance included the
following:
1. License
the City.
2. Change
3. Change
not transferrable w/o prior review and approval by
last line of IIC regarding hours.
90 day notice to 60.
This ordinance will have its first reading on 3/22/93.
Andy asked why we do not bill every month rather than quarterly.
It was explained that costs would increase if this were the case.
Darrell indicated that staff could look into this matter if so
desired.
Ways and Means Report
John Bergerson and Linda Elliot met with Dan and Randy regarding
personnel matters. Linda stated that the non-union staff feel they
are in limbo as no reviews have been done yet. This is March -
reviews and raises should be complete by now. The Mayor asked how
the Governor's plans could affect this. John Bergerson agreed with
Linda and added that the evaluations/reviews should be automatic.
Items in process include - potential staff re -organization,
updating personnel policy, continue with staff evaluations,
addition of 1/2 time person. The Mayor suggested looking at
technological changes in lieu of people changes - this could have
good long term effects. Sally Kuether stated that she would like to
see all contracts come due at the same time (possibly winter).
