1 <br />1 <br />• 85 <br />Council Work Session 2 <br />March 17, 1993 <br />fund could be used to correct similar problems in the future. Then <br />we could use these City funds to make improvements. The Mayor <br />suggested we go ahead and improve the end Mr. Schneider has <br />recommended and see what happens. <br />Solid Waste Ordinance <br />Fran Kirk and Don Volk reviewed the proposed Solid Waste Ordinance. <br />They advised the Council that the proposal is for 5 haulers to be <br />licensed at this time and eventually reducing to 4. The Mayor <br />expressed concern as this does not limit the number of haulers on <br />any one street - He asked if we could get them to group their <br />customers to the number of trucks on the streets are reduced in the <br />various areas. Fran indicated that organized collection could be <br />worked on at a later date if necessary. Linda Elliot stated that <br />the ordinance was a good step in the process of obtaining control. <br />Don Volk explained that a survey had been sent to the residents of <br />the City and they did not want to see the service change at this <br />time. Some recommended changes to the Ordinance included the <br />following: <br />1. License <br />the City. <br />2. Change <br />3. Change <br />not transferrable w/o prior review and approval by <br />last line of IIC regarding hours. <br />90 day notice to 60. <br />This ordinance will have its first reading on 3/22/93. <br />Andy asked why we do not bill every month rather than quarterly. <br />It was explained that costs would increase if this were the case. <br />Darrell indicated that staff could look into this matter if so <br />desired. <br />Ways and Means Report <br />John Bergerson and Linda Elliot met with Dan and Randy regarding <br />personnel matters. Linda stated that the non-union staff feel they <br />are in limbo as no reviews have been done yet. This is March - <br />reviews and raises should be complete by now. The Mayor asked how <br />the Governor's plans could affect this. John Bergerson agreed with <br />Linda and added that the evaluations/reviews should be automatic. <br />Items in process include - potential staff re -organization, <br />updating personnel policy, continue with staff evaluations, <br />addition of 1/2 time person. The Mayor suggested looking at <br />technological changes in lieu of people changes - this could have <br />good long term effects. Sally Kuether stated that she would like to <br />see all contracts come due at the same time (possibly winter). <br />
