1 <br />1 <br />COUNCIL MEETING APRIL 12, 1993 <br />policy be implemented and if there are any problems, the matter <br />can be brought back to the City Council. <br />Council Member Elliott moved to adopt the smoke free policy as <br />outlined by Mr. Schumacher and to make the policy effective May <br />1, 1993. Council Member Neal seconded the motion. Motion <br />carried unanimously. <br />Proposed Legislation Regarding Assessing Regional Parks - Mr. <br />Schumacher explained that a bill has been proposed and is passing <br />through the legislative process that would affect municipalities <br />with regional parks within their corporate limits. The bill <br />would make it impossible to assess for improvement extended to <br />the regional park area whether or not the improvements benefit <br />the regional parks or not. The bill would leave the decision up <br />to the Metropolitan Council to determine any benefit. Mr. <br />Schumacher noted that White Bear Township went through the legal <br />effort to assess the regional park in their township and were <br />successful. The Lino Lakes Metropolitan Council representative <br />was not aware of this bill and said she would not be in favor of <br />the bill. <br />Mr. Schumacher will check the status of this proposed <br />and update the City Council at the next work session. <br />Council Member Elliott moved to adjourn at 9:22 P.M. <br />Member Neal seconded the motion.
