1 <br />1 <br />1 <br />COUNCIL MEETING APRIL 12, 1993 <br />There are adequate funds in the Sewer and Water Area and Unit <br />Charge Fund to finance the construction of these sewer and water <br />trunks facilities at this time. <br />Mr. Schneider described the location of the proposed utilities <br />and noted that as other areas become interested in developing, <br />shorter streets and utilities can be extended. Stubs would be <br />constructed to allow Industrial Boulevard to develop in the <br />future if the landowners become interested. <br />Council Member Neal moved to adopt Resolution No. 18 - 93 <br />Ordering Preparation of Plans and Specifications for the <br />Installation of Sanitary Sewer and Water Trunk Facilities, Phase <br />II, Apollo Drive. Council Member Elliott seconded the motion. <br />Motion carried unanimously. <br />Resolution No. 18 - 93 can be found at the end of these minutes. <br />Consideration of Ordering Step Three of the Surface Water <br />Management Plan Preparation Process - Mr. Schneider explained <br />that in March, 1992, Lino Lakes began the process of developing a <br />Surface Water Management Plan. Since funding was not available <br />to order completion of the entire plan at an estimated cost of <br />$90,000.00, it was decided to proceed in smaller steps. <br />At this time the first two (2) steps have been completed which <br />have provided the City with the follow: <br />- Policy Document - Local Water Management Plan <br />- Goals and Policies for Water Quality and Wetland <br />Management Plan <br />- Hydrologic Study - Scoping Plan <br />- Engineering Guidelines and Developer's Guide <br />- Hydrologic Analysis <br />- Electronic Map of National Wetland Inventory on City Base <br />Map and DNR Protected Wetlands <br />Less than $25,000.00 has been spent to complete the first two (2) <br />steps. <br />Mr. Rocky J. Keehn of SEH was present to make a presentation on <br />the work completed to date and the work that is proposed to be <br />done under Step Three at an estimated cost of $15,00.00. <br />The Surface Water Management Fund has been building to a positive <br />balance that would allow for the payment of the preparation of <br />Step Three. <br />Mr. Keehn used the overhead projector and gave a presentation <br />PAGE 8 <br />
